SLFRF Annual 2025 Reporting of Program Income Earned

Thank you for submitting your SLFRF 2025 Project and Expenditure Report. Treasury would like to remind you of the definition of program income and how the SLFRF program addresses reporting on program income. Treasury is doing quick reviews of submitted reports and wanted to make you aware that your report as of Friday, May 16, 2025 shows the following:

ACTION: Review the program income definition and how the Treasury guidance applies to program income in order to determine if your government earned program income that should be reported.
· If the Program Income reported is correct, no further action is needed.
· If the Program Income reported is not correct, please update your report.
Definition: Program income in 2 CFR §200.80 is defined as gross income earned by the non-Federal entity that is directly generated by a supported activity or earned as a result of the Federal award during the period of performance. In summary, it means money earned as a direct result of a federal award, for example, fees for services, rental income from project-acquired property, or revenue from selling items created by the project. Interest earned on advances of Federal funds is not program income.
- Examples: Fees for services, rent or lease payments for project-acquired property, income from selling items fabricated under the grant, registration fees for conferences held under the grant, and royalties or license fees for intellectual property created by the project.
Guidance: The State and Local Fiscal Recovery Funds Frequently Asked Questions (FAQs) provide further guidance about program income (see FAQs 13.11 and 17.21).
If you reported in error, you can make updates by logging into the reporting portal and re-submit by Friday,May 23, 2025. Since you have already submitted your report, here are the steps to follow: in the reporting portal, view your current submitted report by selecting the view icon that is shown highlighted below.
Once you have entered your submitted report on the right side of the screen in the legend at the bottom, there will be a button that says “Unsubmit”. Select that and you will be able to update your report.
Keep in mind that you will still need to re-submit and certify your report once your updates are complete. This option is available until May 23, 2025.
Note that only the 2025 report is modifiable at this time; if you have erroneously reported program income in past years reporting, you will need to report the negative total of the same program income amount (e.g., -$1,000) in the current 2025 report of what you previously reported (e.g., $1,000) in order to correct the error.
If you miss this window to unsubmit and want to make updates, please e-mail Treasury at SLFRF@Treasury.gov to request that your report be re-opened and in the subject line state “REQUEST TO REOPEN SUBMITTED REPORT - PROGRAM INCOME.” You can log into the portal to check if the Report Status is “Reopened” in order to make updates or Treasury will follow up to let you know when the report is “Reopened.” Please know that Treasury has less staff and contracting support to respond to your request.
