Steve Adair is a Certified Government Financial Manager (CGFM) with extensive experience in multi-year budgeting, financial forecasting, financial reporting, pension administration, payroll administration, and fraud examinations.

Adair believes that organizational transparency begins with financial transparency, and has worked over the past 16+ years to provide simple, understandable messaging to stakeholders, which can sometimes cover very complex financial matters.

After being an instrumental part of the financial turnaround of the City of Center Line, Michigan from 2011 to 2015, Adair was named to his current position of Deputy Finance Director of Macomb County, Michigan in December 2015. In his first year on the job, Adair established an internal audit process for all departments, which greatly improved efficiencies and decreased audit findings. Additionally, Adair created a more efficient and modern Comprehensive Annual Financial Report, greatly reducing the time required to complete the document.

Since then, Adair has continued to leverage his expertise in financial reporting and forecasting. In 2018, Adair created "Budget One-Pagers" for the County's annual budget hearings. These simple info-graphic documents convey key results, requests, and department priorities to the Board and the public. In 2019, Adair performed a sustainability study as recommended by the Government Finance Officers Association (GFOA). The conclusions of that study guided internal decisions regarding subsequent budgets, and aided the finance department in recommending responsible long-term priorities for the County.

Adair serves on the Michigan Government Finance Officers Association's Accounting Standards Committee. He also serves on the Government Finance Officers Association's Special Review Committee for the Certificate of Achievement Program. He has served on both committees since 2013.
