Job Description: 

Responsible for the maintenance of all financial records of the City. Supervises and assists three full-time accounting clerks, and a cashier in carrying out this responsibility. Major duties include: Maintenance of a general accounting system which provides budgetary control over each of the City’s departmental budgets; billing, collection, and deposit of all monies due; maintenance of accounts payable, to include verification of receipt, vouchering and payment of bills; maintenance of all payroll records, payroll preparation, payroll taxes, and payroll disbursements; and preparation of Financial Reports as required by the City and other agencies.

Responsible for the control and investment of excess funds of the City. Serves as custodian of all bond and other indebtedness documents. Call in bonds as required.

Assists the City Manager in the preparation of the annual budget, to include, but not limited to the following: develops revenue projections; determines debt requirement; works with departments in developing estimated requests; develops salary and benefit requirements; and prepares the preliminary requests.

Monitors all grants within the City once they are awarded. Documents expenditures, requests grant reimbursements and prepares all financial documentation of grants. Ensures that grant requirements are met.

Issues all sales tax licenses and audits tax returns as required. Provides interpretation of the City license and tax codes.

Is easily accessible and encourages input and communication from employees under her supervision. Encourages subordinates to strive for higher achievement, innovation, and greater responsibility. Assists with job tasks whenever the need arises.

Performs other duties as assigned.

Qualifications: Knowledge of municipal accounting, investments, taxation, budgeting, finance, and data processing. Knowledge of budget administration. Knowledge and skill in operation of Caselle Software. Experience in supervision. Must be a high school graduate or equivalent. Degree in accounting/business administration, plus three years governmental finance experience. Master’s degree in related field preferred or Equivalent combination of education and experience. Must have a valid Colorado driver’s license.
