Job Description: 

The primary responsibilities of the Payroll Officer are to supervise, assign, review, and participate in the work of staff responsible for providing City-wide payroll services including the timely processing and distribution of payroll, general ledger information, payroll tax and other deduction output; provide support to the decentralized payroll function; to ensure work quality and adherence to established policies and procedures; and to perform the more technical and complex tasks relative to assigned area of responsibility.

The Payroll Officer ensures implementation of and compliance with federal, state, and CalPERS requirements. The position interprets labor MOUs from a payroll perspective and provides the necessary formulas, structure, and parameters for the City's payroll system. The position ensures the timely processing and distribution of payroll and general ledger information, the submission of payroll taxes and provides support to the decentralized payroll function and ensures city-wide adherence to the established policies and procedures.

Examples of Duties • Manages, maintains and modifies the payroll system and city-wide procedures to ensure compliance with numerous labor MOUs as well as federal, state, and CalPERS requirements. • Supervises the Payroll Division of the Accounting Bureau. Provides leadership and direction to the team. • Manages the reconciliation of payroll and tax withholding records and the submittal of state and federal reports; preparation of W-2 forms, and the processing of other miscellaneous payroll-deductions. • See for full list of duties

Minimum Requirements • Three years of experience leading a payroll operation. • Bachelor's degree in business administration, accounting or related field; or, an equivalent combination of education and related experience. • Certification as a Certified Payroll Professional (CPP) through the American Payroll Association. If this requirement is not met at the time of hire, the candidate will be required to complete their CPP within two years of their hire date.
