The City of Victoria, Minnesota is seeking a finance director as a key member of our management team. The finance director will plan, direct and manage city financial operations and functions including general accounting, payroll, risk management, utility billing, and fixed asset control, ensuring ongoing and documented compliance with all governmental financial and accounting regulations, policies and procedures. The finance director prepares the operating and capital budgets, manages debt and investment portfolio and assists with employee benefits administration.
Due to strong financial leadership, the city enjoys an AAA rating on its general obligation debt. The Standard & Poors Global Rating Report stated, “The raised ratings reflects the city’s strong budgetary performance, very strong reserve levels, and above-average per capita income of 202% of the national level, supported by very strong management policies and practices.” For 2019, the proposed operating budgets total $7 million and capital improvements also total $7 million.
Victoria, a city of over 8,000 residents founded in 1915, lies in Carver County on the western edge of the Twin Cities metropolitan area. The many lakes and parks in the city give the community its identity as the “City of Lakes and Parks.” Recreation amenities include the large city-managed Victoria Recreation Center and the 15-mile Lake Minnetonka LRT Regional Trail, easily accessible from downtown Victoria. The city is adjacent to the 3,000-acre Carver Regional Park and borders the renowned University of Minnesota Landscape Arboretum.
Minimum qualifications are bachelor’s degree in finance or accounting and at least three years’ experience specifically in public finance and governmental accounting, including supervisory responsibilities or an equivalent combination of education and experience. CPA or CPFO designation desirable.
