The Housing Authority of the County of Alameda (HACA) has been recognized as a high performer and an innovative leader among housing authorities nationally. The Finance Director reports to the HACA Executive Director (ED) and provides financial reporting and analysis to the ED and HACA’s Housing Commission. This individual will also function as the second in command at the Housing Authority and will provide a high level of support to the Executive Director.
Knowledge of HUD programs and HUD funding will be critical to this role. A key area of focus is tracking, monitoring, and reporting on the HCV Program and Mod-Rehab Program. Primary responsibilities include oversight of all Finance Department services and activities including accounting, budgeting and financial planning and analysis. Other responsibilities include managing the annual audit and recommending and implementing policies and procedures for improving financial operations and internal control.
The position requires a minimum of six years of increasingly responsible experience in financial management in the areas of accounting, financial analysis and budget preparation, with at least three of those years in a supervisory or management capacity. Possession of a Bachelor’s degree with a major in Accounting, Finance, Business Administration or related field is highly desired and can be substituted for five years of the required experience. Municipal and/or public sector experience, knowledge of fund accounting and housing development, and familiarity with accounting operations regulated under HUD and other governmental standards are highly desirable.
