The City of Eugene is seeking an experienced Corporate Software System Manager to lead diverse and complex projects associated with the City of Eugene PeopleSoft ERP system (Procurement, Finance, Human Resources and Benefits) and to ensure strategic alignment between business needs of various City departments and the functionality of the ERP system based on an established corporate software governance structure. Manages all aspects of PeopleSoft-related City projects with direct accountability to the Corporate Software Policy Team.
The Organization The City of Eugene has a strong city manager form of government. In this form of government, the city council develops legislation and policies to direct the City. The city manager, hired by the city council, provides administrative direction to the organization, oversees City of Eugene personnel and operations, and carries out the city council's direction. The Department The Corporate Software System Manager resides in the Central Services department which includes the following divisions: Information Services, Risk Services, Finance, Human Resources, Facilities, City Manager’s office and Municipal Court. Our Central Services staff do an excellent job working creatively and collaboratively to address the daily needs of our customers and community while being nimble and responsive in supporting an ever-changing workforce.
In this position you will: • Execute projects in alignment with the City organization’s strategic plans and objectives and based on the direction provided by the City’s Corporate Software Policy Team.
• Achieve organization-wide alignment between diverse and sometimes conflicting business needs of City departments and the functionality delivered by the recently implemented PeopleSoft system.
• Build relationships and support to influence decisions in order to ensure work toward common system objectives. • Manage client expectations from initial problem identification and through the project lifecycle. • Develop and gain sponsor approval and signoff of the project charter and work breakdown schedule. • Demonstrate ability to quickly understand and align with an organization, its structure and priorities. • Take initiative, prioritize work, manage time and respond effectively to a rapidly changing environment. • Exercise sound political and environmental judgment as appropriate to support successful project implementation.
Qualifications: The successful candidate will demonstrate the following key skills/experience: • Expertise and experience with Project Management methodology based on project management principles, Experience facilitating complex decisions making among multiple executive stakeholders with different interests and priorities is essential, Skill in strategic planning, program management, group motivation, discipline and diplomacy.
• Experience in vendor/contract management and negotiations. • Advanced leadershipwith the ability to successfully serve as a coach and mentor to others. • Experience developing and implementing benchmarks and metrics in support of improved quality and process design. • Demonstrate knowledge and skills in assessing and mitigating risks through risk planning and management. • Proven experience in business development and/or strategic and tactical planning and execution including marketing, communications and financial planning. • Experience as a speaker in a professional presentation environment, such as conferences and association meetings. • Capacity to manage projects with multiple project teams, product development lifecycle, or quality lifecycle. • Ability to inform and influence senior leadership, management and individuals in various parts of the organization to work toward successful outcomes.
Minimum Requirements Education: Equivalent of a Bachelor’s degree from an accredited college or university with major coursework in information technology, business administration or a closely related field. Masters degree in related field preferred.
Experience: Five years of increasingly responsible professional experience in information technology (HRIS, systems analysis, software implementation) including at least two years of project management experience.
The following certifications are preferred: • Project Management Professional (PMI) certification • Six Sigma, Lean, CQIA or other nationally recognized certification
