Job Responsibilities

The Kent County Fiscal Services Department is responsible for all accounting, budgeting, and payroll activities. This includes the department’s budget division, which manages the development and maintenance of the County’s annual budget and Capital Improvement Program, along with preparing an annual financial overview of the County.

The successful candidate for the Director of Fiscal Services will be responsible for County budget planning and administration, accounting, asset investment and protection, payroll, purchasing, risk management, fleet services, and other fiscal activities.

Duties of this position include, but are not limited to: design, develop, implement and direct the administration of policies, procedures and practices to preserve, protect, efficiently allocate and properly account for the financial and capital assets of the County; provide direct supervision for subordinate managers, supervisors, and support staff in accordance with established policies and procedures; plan and control department operating and capital budgets; develop annual budget requests; and ensure the County’s stellar financial position of being rated Triple-A for 21 consecutive years by both Moody’s and Standard & Poor’s credit rating agencies; and collaborating with others to address the risk factors that may threaten the County’s continued success.

Job Requirements

Master’s degree in Public Finance, Public Administration or Accounting, five or more years as a Chief Financial Officer and experience with public sector accounting standards and systems strongly preferred.

Bachelor’s degree in Accounting, Finance, or closely related field combined with ten years financial and accounting management experience, including five years’ experience in the design, development and implementation of fiscal and accounting policies, procedures and systems is required.
