GENERAL DESCRIPTION: The Finance Director is a key member of the County’s management team. The position plans, organizes, provides direction and oversight for and participates in all financial and related functions and activities, which include investments, financial transaction processing, record keeping and reporting, purchasing and payroll; coordinates the production and the administration of the County’s budget; provides expert professional assistance to County management staff and Board of Commissioners in areas of expertise; and fosters cooperative working relationships with regulatory agencies. Minimum Training & Experience Required to Perform Essential Job Functions: Bachelor’s Degree in Accounting, Finance or Business Administration or related field; and 6 to 10 years of senior level management experience in governmental finance, accounting or related field; and Designation as a Certified Public Accountant; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Munis financial software experience preferred. ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.) Plans, organizes and directs the financial operations of the County. Directs and supervises finance personnel, establishes priorities; plans, schedules and assigns work; coordinates work schedules between finance and other departments; instructs and trains in correct methods and procedures; monitors work; reviews and evaluates employee performance. Oversees County budget preparation including reviewing preliminary department budgets and compiling combined budget. Works with County Manager in conducting budget hearings. Prepares final budget allocation. Reviews and monitors adherence to budget. Manages the County’s debt and arrange for financing of capital improvements. Develops financial studies and plans, forecasts, estimates, and monitors the financial condition of the County to assure the fiscal well-being of the County. Prepares financial statements, and administers the County’s Investment programs and assimilates technical information required for capital improvement planning. Provides leadership and direction in the development of short and long range financial plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed. Prepares/reviews end-of-year adjusting entries and schedules for annual audit; prepare annual financial statements; schedule audit and works with auditors; draft the annual financial report including footnotes for audit; reviews audit results and implements necessary/recommended internal controls and/or other revisions. Advises Board of Commissioners on financial condition of the County, preparing a wide variety of presentations, records and reports such as flow charts/diagrams, statistical analyses, tax reports, budget reports, federal and state financial reports, Department of Revenue tax reports, payments request, year-end report schedules, user fees, etc. Interacts and communicates with a wide variety of individuals and groups in the performance of duties such as elected officials, department heads, consultants, auditors, sales representatives, state agencies and departments, media and general public. Coordinates appropriation, expenditures, encumbrances, and account receivables with data processing; confers with programmers to establish and maintain automated accounting in accordance with generally accepted governmental principles and practices. Develops and recommends financial policies and procedures; prepares financial agenda items for Commissioner meetings. Attends regular and called Board of Commissioners meetings and makes presentations as needed. Performs responsibilities in a manner that clearly shows effective communication and cooperation and that promotes open exchange of information, respect, high ethical standards and professionalism. Performs other related duties as assigned.
