Job Description: 

Manages all the financial functions of the County, including Accounting, Budget, Purchasing, Payroll, Accounts Payable and SAP (financial system) Business Operations. Serves as the expert on County financial matters to the Board of County Commissioners and other County leadership, including serving on various external and internal committees and boards.

Directs and oversee all aspects of the finance, budget, purchasing and accounting functions of the organization and the integrity of the financial system Evaluates and advises executive management on financial implications of business activities, proposed regulations, policies and procedures Researches and recommends financial policies to the Board of County Commissioners and implements and monitors compliance with adopted changes Coordinates annual budget development and monitoring process for both operations and capital, as well as long-term strategic financial planning for the County Ensures compliance with all financial, IRS, bond covenants and other applicable financial and accounting regulations Develops, implements and ensures compliance with effective internal controls, often imbedding those internal controls into financial system configuration and processes Directs and oversees timely and accurate financial reporting, including the Annual CAFR (Comprehensive Annual Financial Report), budget document, IRS reporting, and EMMA (Electronic Municipal Market Access) reporting Establishes and maintains strong working relationships between Finance and all 18 operating departments and offices, the Board of County Commissioners and other external entities
