Job Description

POSITION OVERVIEW

The Director of Finance is responsible for the fiscal health of the organization. This position reports to the City Manager; will assume a strategic role in the overall management of the organization. The Director of Finance is responsible for planning, implementing, managing, and controlling all financial-related activities for the organization. This will include direct responsibility for accounting, finance, forecasting, and strategic planning.

ESSENTIAL DUTIES

  • Provides leadership in the development for the continuous evaluation of short and long-term strategic financial objectives.
  • Ensure the credibility of the finance group by providing timely and accurate analysis of budgets, financial trends, and forecasts.
  • Take a hands-on lead position in developing, implementing, and maintaining a comprehensive job cost system.
  • Direct and oversee all aspects of the finance & accounting functions of the organization to ensure compliance with laws and financial regulations.
  • Evaluates and advises on the impact of long-range planning, the introduction of new programs/ strategies, and regulatory action.
  • Establish and maintain strong relationships with senior executives to identify their needs and seek a full range of business solutions.
  • Provide executive management with advice on the financial implications of business activities.
  • Work with Department Directors and staff to analyze financial data, provide support and resources in preparing the annual budget, and assist with future expenditures.
  • Manage processes for financial forecasting, budgets, account consolidation, and audits.
  • Provide recommendations to strategically enhance financial performance and business opportunities.
  • Oversee financial policies including but not limited to investment, purchasing, and travel expenses.
  • Ensure that effective internal controls are in place and ensure compliance with GAAP and applicable federal, state, and local regulatory laws and rules for financial and tax reporting.
  • Manage the day-to-day operations of the Finance Department, and any other assigned divisions such as Municipal Court and Utility Billing
  • Performs other duties as assigned.

REQUIRED EDUCATION, CERTIFICATIONS, LICENSES & EXPERIENCE

  • BS in Accounting or Accounting from an accredited college or university
  • Certified Public Accountant (CPA)
  • Ten (10) years of progressive experience
  • Five (5) years of supervisory responsibility within Finance

KNOWLEDGE, SKILLS, AND ABILITIES

  • Experienced and in-depth knowledge of the areas of municipal accounting, budgeting, financial control, and financial forecasting methods.
  • Knowledge of municipal bonds (general obligation, certificates of obligation, and revenue, etc.).
  • Knowledge of municipal investments and investment optimization strategies and techniques.
  • Knowledge of modern management principles and practices.
  • Knowledge of inter-local agreements and practices and inter-local agency governmental budgetary practices.
  • Knowledge of public administration principles, including the basic principles of organization, management, and budget preparation.
  • Knowledge of inter-local agency government purchasing laws and practices.
  • Knowledge of Local, State, and City rules and regulations; basic laws,
    ordinances, and regulations underlying a public sector organization; and applicable County, State, and Federal legislation affecting municipalities.
  • Knowledge of current best practices of leadership and management.
  • Ability to establish and maintain effective working relationships with City staff, executive management, peers, State and County officials, outside agencies and partners, vendors, community groups, the general public, and media representatives.
  • Ability to work with and coordinate between multiple agencies and different governmental structures to meet inter-local agreement goals and objectives.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City of Hutto.
