Job Description

Summary:

We are looking for a Director to lead the City of Charleston's Finance Division! Under the direction of the CFO, you will oversee accounting and reporting of revenue and expenditures, coordinate City borrowings, manage capital assets, liaise with external auditors, and prepare the City's Comprehensive Annual Financial Report.

Examples of Duties:

  • Manages daily operations of the General Ledger and the Finance Division
  • Develops and implements policies and procedures related to City financial internal controls and record keeping.
  • Assists the CFO with preparation of financing mechanisms, including bond issuances and tax incremental financing districts.
  • Prepares the City’s Comprehensive Annual Financial report.
  • Coordinates the City’s annual audit process with outside auditors.
  • Collaborates with department managers to develop system solutions and resolve financial problems.
  • Ensures wire transfers are processed accurately and efficiently.
  • Monitors daily recording and deposits of cash receipts, including bank reconciliations.
  • Oversees disbursement to ensure funds are properly approved and recorded.
  • Reviews and reconciles general ledger accounts for accuracy.
  • Responds to inquiries pertaining to the City’s financial records.
  • Provides technical expertise and training on complex accounting issues.
  • Leads and supervises assigned staff.
  • Performs other duties as assigned.
