Established in 1996, Mecklenburg EMS Agency (“Medic”), is a joint governmental agency formed through an agreement between Mecklenburg County, the Charlotte Hospital Authority (now Atrium Health), and Novant Health. Medic operates the busiest EMS Agency in the state of North Carolina and is the sole 911 ambulance service provider in Mecklenburg County, including the greater Charlotte area. The Agency’s responsibilities include emergency response, non-emergency scheduled transports, special event coverage, tactical paramedic SWAT support, and manages its own Central Medical Emergency Dispatch center. REPORTS/RELATIONSHIPS:
This position will report directly to the Executive Director and will lead the department managers of the revenue cycle, accounting and finance function.
BASIC FUNCTIONS:
The individual who occupies this position will be expected to be a strategic thought partner and hands-on participative leader, responsible for the administration and operation of the Finance and Revenue Cycle departments to include oversight of budgeting, accounting, forecasting, financial reporting, investment of funds, capital funds management, billing and collection, procurement, financial risk management, and compliance oversight.
As a member of the Leadership Team, the Director of Finance will play a critical role in strategic decision-making and Agency operations as Mecklenburg EMS Agency continues to enhance its quality patient care and improve capacity. This position will have both internal and external-facing responsibilities to include, but not limited to, improvement, management, administration and human capital.
Specific duties will include, but not necessarily be limited to:
- Develop, set, and execute strategic goals in alignment with Medic's vision.
- Develop staff to meet performance expectations and support established goals through performance management, leadership, and team building.
- Oversee all Agency financial matters including determining the amount of money that will be required for the payment of all obligations during each fiscal year.
- Oversee and lead the annual budgeting and planning process in conjunction with the Executive Director; administer and review all financial plans and budgets; monitor progress and changes and keep the senior leadership team abreast of the organization’s financial status.
- Keep the accounts of the Mecklenburg EMS Agency in accordance with generally accepted principles of governmental accounting and rules and regulations.
- Responsible for annual audit to maintain compliance with GS 159.
- Serve as Agency’s Finance Officer and ensures compliance with all purchasing laws.
- Direct organizational revenue cycle activities including cash flow and forecasting.
- Effectively communicate and present financial matters to Agency board members and other stakeholders.
- Ensure managers create and maintain necessary processes to achieve departmental success and process linkage in support of Agency mission and purpose.
- Support and drive improvement methodology in alignment with Agency practices throughout all areas of responsibility. Drive innovation within the Finance and Revenue Cycle departments and throughout the Agency.
- Develop, analyze, and monitor a variety of information and supporting data including organizational KPIs, department dashboards, performance goals, and financial measures to drive department performance.
- Act as the Agency’s Corporate Compliance Director for Finance; ensure compliance with all applicable standards to maintain the Agency in good standing under all applicable federal and state laws.
- Ensure maintenance of all records concerning contractual and other obligations of the Agency.
REQUIREMENTS:
- Bachelor’s degree in accounting, business, public administration or related field.
- Demonstrated knowledge of complex, highly technical accounting and finance concepts.
- Demonstrated leadership ability to oversee staff.
- Demonstrated ability to exercise independent judgment involving complex issues.
- Demonstrated excellent written and verbal communication skills.
- Ability to work in excess of standard 40-hour workweek to manage responsibilities.
PREFERRED EDUCATION/EXPERIENCE:
- CPA
- Governmental accounting experience
- Ten (10) years of progressively responsible experience in accounting and finance
- Five (5) years of supervisory experience in financial administration
