Accounting Deputy Director
CLASS SPECIFICATION: Contract Grade 28
JOB SUMMARY:
Serves as the Deputy Director for the Accounting function of the Department of Finance and Budget. Performs technical accounting work in directing the accounting and financial reporting activities of the County. Work involves overseeing professional accounting work, preparation and analysis of financial statement data, ensuring compliance with Generally Accepted Accounting Principles (GAAP), General Accounting Standards Board (GASB) and continuing disclosure requirements. The work requires extensive training and experience in financial accounting; the position reports to the Director of Finance and Budget.
ESSENTIAL JOB FUNCTIONS:
- Manages day-to-day accounting operations to include: general accounting, payroll, accounts payable and accounts receivable.
- Oversees the preparation of the Comprehensive Annual Financial Report (CAFR), State Report (UFR)/Audit.
- Oversees data in accounting systems and financial reporting for accuracy, integrity and compliance with GAAP.
- Prepares and analyzes financial schedules/models to monitor debt position, fund balance position, and investments.
- Analyzes on a daily basis the County's cash position and investment activity.
- Plans and directs with electronic (or other) systems selection, implementation and related training.
- Interacts closely with the Treasurer to determine maximum investment funds.
- Prepares schedules for annual audit financial statements and coordinates audit activities.
- Coordinates with other departments and outside parties for various financial auditors.
- Prepares UFR for State Legislative Auditor.
- Determines if software vendors are in compliance with contract requirements to approve payments for service and products.
- Prepares continuing disclosure statements for bond council.
- Stays apprised of changes in accounting pronouncements and standards.
- Serves as technical accounting resource for the County to include reporting and resolving software errors.
OTHER DUTIES:
- Speaks at various professional association functions concerning financial practices and systems of the County Government and demonstrates financial systems to visitors.
- Performs related work as required.

Knowledge of
- Accounting principles and practices as applied to accounting and fiscal reporting for public agencies.
- Administrative practices and procedures as applied to the operations of an accounting department.

REQUIRED QUALIFICATIONS (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
TRAINING AND/OR EDUCATION:
- Bachelor’s degree in accounting.
EXPERIENCE:
- Five years of high level accounting experience preferably in governmental accounting which must include two years of considerable experience managing staff, daily operations, customer service and policy development and implementation.
