Job Description

GENERAL DESCRIPTION:

Under the general direction of the Finance Director, this position leads, directs, and administers accounting functions to foster effective processes that support improved efficiencies, support organizational outcomes, and include appropriate internal controls. Prepares complex financial analysis for use in well-informed decisions about the agency’s operations. Primary areas of responsibility include overseeing the day-to-day activities and processes for accounts payable, accounts receivable, general ledger, cash management, cash receipting and grants.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in accounting OR bachelor's degree in business administration or finance with an accounting minor, AND
  • Four (4) years of experience in accounting or auditing to include one (1) year in management experience. A master’s degree in accounting or MBA, CPA, or CGFO certificate may be substituted for one (1) year of experience.
  • A comparable amount of education and experience may be substituted for the minimum requirements.
  • Must possess a valid Driver’s License

BACKGROUND SCREENING:

  • This position will require an extensive background investigation.

ESSENTIONAL FUNCTIONS:

  • Leads and manages a high-volume accounting team, ensuring accuracy of day-to-day financial transactions, reporting, and analysis.
  • Develops and maintains financial policies and procedures to uphold fiscal responsibility and compliance with government standards.
  • Prepares month and year-end reconciliations and adjusting entries.
  • Prepares financial statements and reports in accordance with the Generally Accepted Accounting Principles (GAAP).
  • Prepares and maintains the general ledger, expense reports, revenue reports, and forecasting analysis.
  • Coordinates and prepares for annual audits and communicates with external auditors.
  • Administers the agencies grant program including budgeting, reporting, and policy development.
  • Mentors and develops team members by providing guidance on complex accounting procedures and government regulations, ensuring professional growth and development.
  • Clearly presents financial analysis and reports to senior leadership and command staff, translating complex accounting data into actionable insights.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County, and local ordinances.
  • Performs other duties as assigned.

ENVIRONMENTAL CONDITIONS:

  • General office setting with most duties being performed while sitting at a desk, table, or workstation.
  • Must be able to work under stressful conditions.
  • Must be able to relocate to other county locations based upon operational needs.
  • Must be able to remain available to work during an emergency/disaster/epidemic, as directed.

SKILLS AND ABILITIES:

  • Ability to rapidly acquire considerable knowledge of the legal, administrative, and procedural regulations related to the Volusia Sheriff’s Office.
  • Ability to read and comprehend technical and professional manuals, journals, financial reports, abstracts, legal documents, memos, instructions, and letters.
  • Ability to translate technical accounting terms into plain language for non-financial leaders, ensuring clarity and understanding of financial decisions.
  • Ability to effectively communicate, both orally and in writing, with internal clients, external clients, vendors, and outside agencies.

REQUIRED KNOWLEDGE:

  • VSO General Orders and procedures.
  • Generally accepted accounting principles and procedures, particularly as they relate to governmental financial administration, and ability to apply such knowledge to accounting transactions.
  • Auditing accounting records.
  • Modern office practices, procedures, and equipment.
  • Computers, spreadsheets, and other financial software.
  • Laws, rules, and regulations controlling fiscal record keeping.
  • Business English, spelling, punctuation and arithmetic.
