Accounting Manager/Treasurer
THE OPPORTUNITY:
The Town of Mansfield, Connecticut (www.mansfieldct.gov) is seeking a detail-oriented, innovative, motivated, and dynamic individual to serve as its next Accounting Manager/Treasurer. This position performs highly complex professional and administrative work for the Finance Department. Duties include planning, organizing and directing accounting, payroll, and treasury activities; ensuring that all financial regulations and procedures are followed, coordinates the annual financial audit, including the preparation of the Annual Comprehensive Financial Report This position supervises finance personnel, and interfaces with key stakeholders. This position also provides support to our partner agencies (Eastern Highlands Health District, Mansfield Downtown Partnership, Mansfield Discovery Depot) and boards of education (Mansfield Board of Education, Regional School District #19). Position reports to the Director of Finance.
ABOUT US:
The Town of Mansfield’s Finance Department is responsible for providing centralized financial management services pursuant to Town Charter and generally accepted accounting principles. The Department is part of a larger shared services model, in which the Town Department provides services for several local entities including Town of Mansfield, Mansfield Board of Education, Regional School District No. 19, Eastern Highland Health District, Discovery Depot Daycare and the Mansfield Downtown Partnership.
The Finance Department’s objective is to provide efficient, courteous, and professional service to all of the organizations served. This includes accounting and bookkeeping, accounts payable, financial reporting, payroll, and treasury management. The Finance Department also provides assistance with budget preparation and monitoring for all entities. Annual Comprehensive Financial Reports and related annual independent audits are administered through Finance. Mansfield, with a population of approximately 26,000, is located in the Northeastern portion of the state, better known as Connecticut’s Last Green Valley National Heritage Corridor. Home to the University of Connecticut, Mansfield offers the unique blend of urban (Downtown Storrs - www.mansfieldmdp.org), suburban, and rural living in a university setting. Mansfield has a variety of cultural and educational offerings, as well as an abundance of natural resources ideal for activities such as hiking, cycling, and kayaking. Mansfield is a Council-Manager form of government, with the Town Manager serving as the Chief Executive Officer responsible for overseeing the day-to-day operations of the Town.
WORK SCHEDULE & LOCATION:
This position is 35 hours per week. The selected candidate will normally work four consecutive days, Mondays-Thursdays. This position occasionally requires evening work to accommodate Board and Committee assignments and departmental operating needs.
The work location is the Audrey Beck Municipal Building, 4 South Eagleville Road, Mansfield, CT 06268.
COMPENSATION:
The annual salary range is $79,913-$103,901. The hiring rate of pay will depend upon the selected candidate’s qualifications and experience. The Town of Mansfield provides an extremely competitive benefits package. Mansfield participates in the Connecticut Municipal Retirement System (CMERS), a defined pension plan, a variety of other benefits such as medical, vision, dental, life insurance, short-term and long-term disability, tuition assistance, paid vacation and holidays.
Depending upon the selected candidate’s qualifications and experience, this position may be filled at the Assistant Finance Director classification, with additional duties, and an annual salary range of $88,628-$124,017.
TRAINING AND EXPERIENCE:
Graduation from an accredited college or university with major course work in accounting, or related field and 5 years of progressively responsible experience in public finance administration, with supervisory experience. Consideration may be given to equivalent experience, education, and training.
