Assistant Comptroller

ABOUT THE ROLE:
Benton County is seeking an experienced Assistant Comptroller to join our Accounting team. Under the direction of the Comptroller, you will be responsible for assisting in all county accounting functions, including budget preparation, financial reporting, grant accounting, purchasing, and payroll functions. You will also play a key role in maintaining and improving internal controls, ensuring compliance with audits, and supervising the Grant Administrator, Purchasing Manager, and Payroll Manager. This position requires a strategic thinker with the ability to manage complex financial operations efficiently.
KEY RESPONSIBILITIES:
- Assist in the preparation and management of the county's annual budget (over $100 million).
- Prepare and review monthly financial reports for presentation to the Finance Committee.
- Oversee the review and development of county policies to enhance internal controls and support financial audits.
- Supervise the Payroll, Purchasing, and Grant functions, ensuring compliance with county policies and state/federal regulations.
- Manage and review grant accounting and compliance (currently over $80 million in active grant awards).
- Participate in Finance Committee meetings, making critical presentations and providing data for decision-making.
- Ensure proper review and approval of contracts, court orders, and financial compliance reporting.
- Assist in reviewing purchasing policies, RFQs, RFPs, and bids in accordance with the Arkansas Procurement Manual.
- Lead efforts in payroll processing, tax reporting, and adherence to federal and state regulations.
QUALIFICATIONS:
- Education: Bachelor’s degree in Accounting or related field (Master’s in Professional Accountancy preferred).
- Experience: 5–10 years of accounting experience, with a strong preference for governmental accounting.
- Supervisory Experience: At least 5 years of supervisory experience required.
- Certifications: Certified Public Accountant (CPA) preferred.
- In-depth knowledge of accounting principles, budget processes, grant management, and purchasing policies.
- Proficient in Microsoft Office, with advanced skills in Excel and accounting software.

- Strong analytical and problem-solving skills, with a focus on continuous process improvement.
- Ability to prepare clear, concise financial reports and present findings to key stakeholders.
- Knowledge of federal, state, and local laws related to financial reporting and payroll functions.
- Excellent leadership and communication skills, with the ability to manage and train staff.
- Detail-oriented with strong organizational skills and the ability to manage multiple tasks simultaneously.
