Assistant Controller
As the Assistant Controller, you will assist in the day-to-day management of accounting and grant functions for the Airports Authority.
Serves in the Department of Accounting in the Office of Finance at the Headquarters Office.
Assists the Controller in managing accounting and grant functions. Performs a full range of professional accounting duties and responsibilities for accounting, grant, and debt compliance issues and operations. Maintains accounting systems and accounts for large, complex activities. Performs related functions.
GENERAL RESPONSIBILITIES:
- Directs, coordinates, prepares, and reviews the preparation of internal and external financial statements and reports.
- Establishes, implements, and enforces accounting policies and procedures. Ensures policies and procedures are up-to-date.
- Researches and implements new accounting pronouncements and provides guidance on changes in accounting policies and procedures.
- Manages GASB87 accounting and financial reporting requirements.
- Ensures compliance and enforces adherence with Federal, state, and local grant requirements.
- Manages assigned modules or funds within the enterprise financial management system and other accounting systems. Researches, tests, and recommends the implementation of or upgrade to the enterprise financial management system and other accounting systems.
- Serves as backup for the Controller in their absence.
- Coordinates with internal and external auditors.
- Performs other duties as assigned.
QUALIFICATIONS:
- Seven years of progressively responsible experience in accounting or auditing, with emphasis on accounting to include accounts payable, accounts receivable, general ledger functions, project and capital asset reporting or payroll.
- Four of the seven years of experience must include preparing and reviewing internal and external financial statements and reports.
- Knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP); other guides, such as Government Accounting Standards Board (GASB) or Financial Accounting Standards Board (FASB) issuances; and professional accounting practices, methods and techniques.
- Knowledge of and ability to apply financial and accounting requirements of accounts payable, accounts receivable, general ledger functions and operations, project and capital asset reporting and payroll.
- Ability to manage multiple related accounting domains and identify interdependencies and interactions in specialized accounting domains.
- Ability to perform complex analyses of data and information and make recommendations.
- Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
- Ability to speak and write effectively,
- Skill in using a computer and office suite software, with emphasis on accounting and financial systems/software.
PREFERRED QUALIFICATIONS:
Experience as a supervisor of professional-level accounting persons in the public sector.
EDUCATION:
A Bachelor’s Degree in Accounting, Business Administration, or related field, with a minimum of twenty-four semester hours of accounting courses and twenty-four semester hours of business courses (including courses in economics, finance, marketing, statistics, management, and computer information systems) for a total of forty-eight semester hours. No more than six semester hours of accounting courses can be counted toward the twenty-four hours of business courses. Introductory accounting courses cannot be considered business courses.
CERTIFICATIONS AND LICENSES REQUIRED:
A state driver’s license in good standing.
Licensure as a Certified Public Accountant (CPA).
NECESSARY SPECIAL FACTORS:
Must maintain CPA licensure.
