SUMMARY:
Reporting to the Executive Director of Financial Planning and Analysis, works individually and leads team members as assigned on the creation and subsequent reporting and monitoring (variance analysis) of the annual plan. Work includes development and maintenance of compensation programs including recommendations to stakeholders on industry best practices with respect to compensation and other employee benefits. In support of the above, acts as functional lead for design, implementation, maintenance and reporting relative to the district’s EPM.
DUTIES AND RESPONSIBILITIES:
The following tasks describe the basic functions of the job and represent the type of work performed. They do not constitute an exhaustive list of the duties and responsibilities performed on the job. The following frequencies and percentage of time spent are approximations only.
ORACLE SYSTEMS SUPPORT AND ADMINISTRATION RESPONSIBILITIES:
- Functional and Technical Project lead for Oracle ERP Implementation and continuous Integration within the EPM/PBCS module. Acts as the Oracle Administrator and SME (Subject Matter Expert) to adjust and assign security level access for users including FP&A analyst and School and Department Planner and Reviewer roles. Providing Oracle support and acting as an intermediary between the Fiscal Services and IS department to help resolve day-to-day issues. (10%)
- Maintaining the integrity of EPM/PBCS Oracle, the Budgeting and Planning system information, including the account code structure, dimension level hierarchy reporting, data management interface, and position costing information for Payroll and HR. Manages the annual migration of position related compensation and benefit expenses from the EPM/PBCS module into the ERP GL for the beginning of the budget cycle. (10%)
- Prepare project specific data and chart of accounts related information for conversion and upload into Oracle for prior and current years while developing data integration mapping rules to make the interface between HR, Payroll, Accounting, and Budget systems flow more efficiently. (10%)
- Responsible for logging and overseeing the resolution of Service Requests related to EPM and Budgetary Control issues. This includes the planning and coordination of meetings with Oracle Support teams and guiding them to necessary resources. Assist in the development of procedure manuals and produce documents of a specialized nature for the department, including training documents. (10%)
COMPENSATION RESPONSIBILITIES:
- Supports the administration of compensation programs for the district by designing models to analyze and forecast the cost of changes to existing and new compensation structures, compare and interpret wage, benefit, and overall compensation practices both within CCSD and comparable districts for budgeting and negotiation purposes. Provides budget related recommendations to Human Resources and Finance Administrators concerning the development of policies, procedures, and improvements to compensation structures. (15%)
- Performs advanced compensation related work for district negotiations and long-term planning. Work involves providing coordination, guidance, and technical support to compensation programs, conducting, and evaluating HR data and workforce analytics; and providing support for compensation project related work. (15%)
- Participates in complex compensation surveys and analyzes survey data. Partners with HR/Compensation Analyst teams and departments on job evaluations and classification specifications and any other compensation related matters for their groups. (10%)
FINANCIAL PLANNING & ANALYSIS RESPONSIBILITIES:
- Collaborates with the Executive Director of Financial Planning & Analysis and other District leaders to develop prospective models and business plans that make effective use of student demographic data and budget systems (existing and new) to drive strategic resource allocation to multiple programs and initiatives. (5%)
- Builds and refines the Student-Centered Budgeting Model (SCBM). Participates in workshops relative to the SCBM with school leaders to understand what additional support needs to be offered to schools and design cost/benefit analysis around those potential changes. Leads Trend and Cost-Benefit Analysis projects related to efficiently maximizing student achievement within the Student-Centered Budgeting model with the guidance of the Executive Director of FP&A, Chief Human Resource Officer, and leadership within the Educational Operations department. (5%)
- Collaborates with district leaders and existing analyst team to lead and implement a new formalized process to reconcile and adjust HCM positional data with the Elementary, Middle, and High school staffing sheets. Create and pilot a new roster/staffing sheet for departments to use to help plan and budget for future needs. (5%)
- Perform other duties as assigned or requested by the Executive Director of Financial Planning & Analysis, Chief Human Resources Officer and/or Chief Financial and Operations Officer (5%)
MINIMUM QUALIFICATIONS:
- Bachelor’s degree or equivalent.
- Five (5) years Administrator, Director, Manager, Supervisor, accounting, accounts payable, accounts receivable, banking, bookkeeping, budget, or financial planning and analysis experience.
- Advanced knowledge of building financial analyses and modeling.
- Knowledge of Oracle systems and processes
- Strong written and oral communication skills.
- Demonstrated passion for education.
- Advanced Excel and PowerPoint skills.
- Ability to be flexible and adjust to changing priorities.
- Ability to work independently and collaboratively with others.
- Criminal background check and fingerprinting required for hire.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
- All certifications, licenses, and registrations must be valid and unexpired.
