Job Description

Career professional performing daily cash management, cash forecasting, long term planning, bank interface, and daily cash reconciliations; ensuring compliance; and communicating the District's treasury operating and financial performance goals and strategies. Participates in all activities and systems involving cash management, management of cash accounts, investment of available funds, administration of banking, investments, and debt management functions. Assumes a key role in design and implementation of the SAP global treasury system, and the building of systems maintenance support needs. Helps to develop forecasting, liquidity, and funding strategies for District accounts.

Monitors revenue sources, authorizes receipt, disbursement, banking, protection and custody of funds, securities, and financial instruments. Analyzes financial records to forecast future financial position and budget requirements. Evaluates need for procurement of funds and investment of surplus. Participates in the oversight of District liquidity and financial risk management reporting processes and ensures compliance with all applicable statutory and regulatory standards. Maintains key treasury banking relationships, and external contractual relationships with financial providers including depository and lending institutions. Manages banking services and monitors compliance with District policies.

Assists in the development of District-wide cash flow forecasts based on budget requirements, revenue, and expenditure forecasts. Aids daily banking including all funding needs, wires, check clearings, ACH transactions, and the approval, execution, and disbursement of funds. Helps to monitor financial markets, economic conditions and statutory developments that affect the integrity of District investments. Tracks and monitors investment securities including monthly reconciliation with custodian, interest receipts, and back office settlements of investment trades.

Monitors direct payment and reporting of all District current debt. Aids in the preparation of credit profile and official statements for debt issues. Assists in the development of strategy and preparation of documents for debt issuance.

Works with Treasurer in developing annual Treasury budget; and acts as liaison with budget, accounting, legal, procurement, real estate, and other District staff. Assists in the preparation and reporting of performance of debt and investments for management, budget, accounting, auditors, finance committee, and Governing Board.

Serves as backup for Treasurer, and a subject matter expert for automated enterprise treasury module. Participates in administering the treasury module and maintains system knowledge with emphasis on banking, investments, and debt capabilities of the system. Maintains knowledge of all treasury systems including SYMPRO, SAP, DAC online banking and safekeeping systems.

Ensures compliance with Government Accounting Standards Board (GASB) generally accepted principles and practices. Helps to drive cross-functional process improvements relative to treasury activities by championing new ideas and solutions. Oversees various daily operations and exception processing related to treasury.

Employment Guidelines:

Bachelor's Degree and 4+ years of experience.

Licenses:

Valid State of Florida Driver's License required.

Physical Requirements / Working Environment:

Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
