Financial Services Manager
Located among the Columbia, Yakima, and Snake Rivers in southeastern Washington, Ben Franklin Transit (BFT) is a municipal corporation which provides public transportation services in a 616 square mile area in Benton and Franklin Counties. BFT administration offices are in Richland, which, along with its sister cities of Kennewick, Pasco, and West Richland, make up the Tri-Cities (population 283,000). The area is in the heart of wine country and averages 300 days of sunshine a year, allowing residents and visitors to enjoy a multitude of outdoor activities, including water sports, golf, wine touring and outdoor theater.
BFT employs 318 full and part-time employees and has a 2021 operating budget of $48,500,000 and a current capital budget of $53M which is balanced with 2021 Operating Revenues, Federal/State Awards and Reserves. The overall management of BFT is divided into six departments: Transit Operations, Fleet & Facilities, Human Resources & Labor Relations, Marketing & Communications, Planning & Service Development, and Administrative Services.
Operating on a budget of $755,715, the finance department is a component of Administrative Services which encompasses not only the finance function, but also procurement and IT. The finance department is comprised of six full-time personnel, including the Financial Services Manager, Senior Budget Grants Analyst, General Ledger Accountant, Payroll Specialist, and two Accounting Technicians. The Financial Services Manager will directly supervise the staff within the finance department and will report directly to the Administrative Services Director. The Financial Services Manager will perform highly complex accounting and financial analysis to provide accurate and timely financial reports to management, government agencies, and the public.
A bachelor’s degree in Accounting, Finance, or Business Administration from an accredited institution, and four years of increasingly responsible accounting experience, or an equivalent combination of education and experience is required. The ideal candidate will be a CPA and/or CPFO and have seven years of experience managing public sector finance department operations in a supervisory capacity.
