Budget Division Sr Manager

As the Budget Division Senior Manager, you will lead and oversee the City's budget division, providing strategic direction and ensuring compliance with statutory and internal procedures. ESSENTIAL FUNCTIONS
Supervises the work of professional, management, technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority.
Provides strategic management of the City of Boise's budget and guidance to the finance director, executive management committee, city council, and the mayor. Performs and oversees financial analyses, evaluating financial issues and economic trends. Develops, plans, and implements the city's budget goals and objectives. Provides leadership and oversight of the budget development process. Provides analytical support and direction on policies, procedures, and proposed legislation that may impact the budget and ensures statutory and internal procedural compliance.
Coordinates and participates in special projects. Establishes goals, timelines and priorities for assigned projects and collaborates with cross-functional team members to achieve deliverables. Prepares and delivers special project analyses, reports and presentations. Communicates project status and ensures deadlines are met. Collaborates cross-functionally to perform analyses to improve the efficiencies and effectiveness of complex operational processes.
Provides budget targets and guidance in the development of departmental budgets. Coordinates and communicates the approval process for additional funds needed for staffing, equipment, materials, and supplies. Monitors consolidated city revenues and expenditures to ensure budget compliance.
Coordinates high-level financial activities with other departments, outside agencies,s and organizations. Participates in intergovernmental teams working on regional funding issues. Represents the city's budget division by presenting to the city council and other organizations. Attends and participates in other city commissions, committees, task teams, and professional groups to understand industry trends and best practices in municipal budgeting.

REQUIREMENTS
Required Knowledge, Experience, And Training
Bachelor's degree in finance, accounting, public administration, or a related field and fifteen years of increasingly responsible experience with governmental financial management in a municipality and experience supervising employees or an equivalent combination of education and/or experience.
Knowledge of:
- modern principles and practices of municipal finance, accounting, budgeting, purchasing, internal control and investment
- standards for governmental accounting and generally accepted accounting principles
- program analysis and revenue forecasting
- pertinent federal, state and local laws, codes and regulations
- current social, political and economic trends and operating issues of municipal government
- financial research and reporting methods, techniques and procedures
- computer usage including related software.
Ability to:
- develop strategic long-range plans and guide on financial issues
- analyze problems, identify alternative solutions, project the consequences of proposed actions and implement recommendations in support of goals
- evaluate and develop improvements in operations, procedures, policies or methods
- identify and respond to the public and city council issues and concerns
- prepare and administer a large municipal department budget; communicate effectively in the English language at a level necessary for efficient job performance
- perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
- Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
- Master's degree in finance, accounting, public administration or a related field of study.
- Certified Government Financial Manager or Certified Public Accountant.
Licensing And Other Requirements
- Valid state-issued driver's license.
