Hiring Range: $11,020 - $12,244/month

Monday – Friday, 8:00am – 5:00pm Remote and schedule flexibility with supervisor approval.

Definition:

Prepare and administer the City's annual operating budget and Capital Improvement Program; forecast and monitor City expenditures and revenues; and provide financial data, support, and analysis capability to other City departments. Develop and monitor a multi-tasked and diverse revenue source public sector environment.

Principal Duties:

  • Plan, organize and direct the preparation, implementation, and control of the City's annual operating budgets, capital improvement budgets, and priority-based budgeting, working collaboratively with all City departments throughout the year and extensively in the budget process.
  • Plan, organize and direct the preparation and implementation of the City’s budget prioritization process.
  • Forecast and monitor City revenues, expenditures, and year-end balances.
  • Provide confidential budget information and analysis to City Council for informational and decision-making purposes.
  • Prepare, update, and ensure accuracy of revenue manual.
  • Work closely and continuously throughout the year with the Chief Financial Officer, ensuring understanding of the budget status, potential forecasting issues, and unanticipated windfall possibilities.
  • Prepare financial assessment report, prepare and update financial policies annually, and present to City Manager and City Council.
  • Provide information, analysis, and financial policy consultation services for City departments related to departmental budget preparation activities and other fiscal issues.
  • Review and cost all fees for licenses; permits; and other services to ensure compliance with city, state, and federal ordinances. Recommend changes where appropriate.
  • Develop and implement revenue and expenditure forecasting methodology.
  • Prepare periodic amendments to the annual budget and the Capital Improvement Program.
  • Plan, assign, train and review the work of subordinates.
  • Supervise, train and evaluate professional staff. Recommend recruitment, selection, performance review and appropriate employment actions.

Working Environment:

Work is primarily performed in a standard office environment, requiring sitting for extended periods. Visual and physical capabilities to read and enter data, and work on computers and associated equipment for prolonged periods of time. Requires the ability to read and interpret a variety of written materials, documents and spreadsheets, perform mathematical computations, reason and solve complex problems, work under stress and manage multiple concurrent tasks with interruptions. Requires working alone as well as working closely with others, including co-workers and peers in outside agencies.

Qualifications:

Any combination of education and experience equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in finance, public or business administration, or related field and five years of progressively responsible experience in local government with emphasis in accounting, financial/budgetary, and grant analysis plus two years in a supervisory capacity or demonstrated skills/training in supervision. A Master’s Degree in finance, public or business administration or related field is preferred.
