Job Description

Job Summary:

Performs executive financial management work in directing the County’s financial affairs, assigned County functions, programs and services. Involves planning, organizing, and directing the accounting and fiscal reporting, financial management, budgeting, purchasing and cash and investment functions of the County. Provides financial advice, estimates, projections, options and proposals to the Board of County Commissioners, the County Administrator and County staff. Work is performed under broad administrative direction, with the employee responsible for determining the work plans, methods and procedures and guiding department activities to achieve required goals and objectives.

Essential Functions:

  1. Develops, in conjunction with the County Administrator, comprehensive long and short- range strategies designed to achieve County and departmental goals and objectives;
  2. Oversees, and provides technical management for all operations, activities, and programs within the assigned department;
  3. Formulates and enforces policies and procedures governing the administration of various county administered programs;
  4. Acts as a liaison between Federal, State, and Local Governmental agencies whose policies, laws, regulations, and directives impact upon departmental and County activities, operations, projects, and programs;
  5. Analyzes technical performance reports, correspondence, and contracts; reviews, evaluates, and makes recommendations regarding areas of responsibility;
  6. Develops comprehensive budgets based upon approved programs, resource parameters, technological enhancements, and County policies and procedures; exercises internal fiscal control; reviews capital and asset proposals and contracts;
  7. Completes the annual audit and other audit reporting to include financial disclosures, state uniform financial report and schedule of federal awards (single audit);
  8. Follows approved procurement policy and signature authorization for contract awards;
  9. Secures funding for vehicles, equipment, and capital projects through capital lease and bond financing. Capital lease includes awarding bid, document review, closing, and approving purchases throughout the year. Bond financing includes review of the Official statement, preparing a Bond presentation, and presentation to the three rating agencies. After bond funding is received, review and monitoring that funds are spent appropriately;
  10. Serves as trustee member to the following County Boards – Retiree Health, Sheriff’s Office Retirement, Length of Service Award Program, and 457(b) Deferred Compensation Plan;
  11. Increases professional knowledge through attending workshops and conferences, participating in professional associations and activities, and reading professional and local publications;
  12. Directs and coordinates all fiscal activities, general internal accounting and reporting, budget formulation and management, financial audit activities, internal controls, cash and debt management, and procurement;
  13. Determines availability of County funds, maintains liaison with banks and investment firms, determines interest rate, and invests excess County revenues;
  14. Prepares the annual operating, capital budget and capital programs including the Commissioners’ budget message and other pertinent data;
  15. Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

  1. Ability to gain advanced knowledge of St. Mary’s County Government policies and procedures;
  2. Ability to act as a representative of St. Mary’s County Government to the public;
  3. Advanced knowledge of the principles, practices, and procedures of administrative management, and the ability to interpret them to the staff and the public;
  4. Extensive knowledge of governmental fiscal policies, procedures, and legal mandates including the budget process;
  5. Extensive knowledge on modern research and investigative techniques and procedures;
  6. Extensive knowledge of the laws, statutes, and ordinances of the State of Maryland and St. Mary’s County;
  7. Ability to keep the County Administrator and all relevant parties informed of all major issues and programs and to recommend changes as appropriate;
  8. Ability to supervise, plan, and coordinate the work of diverse staff to accomplish departmental goals and objectives;
  9. Ability to review, evaluate, and initiate appropriate action on technical and legal reports, contracts, and documents concerning departmental matters;
  10. Ability to establish and maintain effective working relationships with county officials, associates, subordinates, representatives from other agencies, and the general public;
  11. Knowledge of electronic resources, including the Internet and database information retrieval;
  12. Ability to operate relevant computer systems, including hardware and software;
  13. Knowledge of financial planning, budget preparation and control, accounting principles and theory;
  14. Ability to analyze budget proposals interprets and project County Commissioners’ decisions into acceptable products for their approval.

Education and Experience:

  1. Bachelor’s degree in public administration, Accounting, or Finance
  2. Master’s degree preferred;
  3. Seven years or more of related experience, at least five of which should be in a supervisory/managerial capacity.

Additional Information:

  1. Supervisor: County Administrator or designee
  2. Supervises: Deputy Director, Coordinator II, and Procurement Manager

Physical and Environmental Conditions:

  1. Work requires no unusual demand for physical effort.
  2. Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g., use of safe workplace practices with office equipment, and/or avoidance of trips and falls.
