Job Description

The Colorado River Municipal Water District (CRMWD) was created in 1949 by the 51st Texas State Legislature for the purpose of providing raw water to the West Texas cities of Big Spring, Odessa, and Snyder. Today, in addition to these original member communities, the District also provides raw water to the cities of Midland, San Angelo, Stanton, Grandfalls, Abilene, and the Millersville-Doole Water Supply Corporation, supplying wholesale raw water to more than 600,000 residents. CRMWD also owns and operates the Big Spring Raw Water Production facility, which is the first direct potable reuse treatment facility in the United States. The facility was constructed in 2013 and treats wastewater effluent using microfiltration, reverse osmosis, and advanced oxidation. Treated water is then added to raw water from area lakes and used for municipal supply. In a unique water supply arrangement, the District also operates an environmentally recognized “diverted water” system. This system captures lesser quality, highly mineralized low flow water from the Colorado River and diverts or sells this still-valuable water commodity to existing petroleum industries for use in their secondary oil and gas recovery operations.

The District’s Chief Financial Officer reports to the General Manager and is responsible for planning, organizing, and directing activities relating to accounting and reporting, finance, debt management, human resources, health plans, retirement plans, risk management, and records management. Leading a team of seven employees, the position manages and coordinates accounting activities, including accounts receivable, account payable, debt service payments, investments, cash flow, annual audits, depository bank, arbitrage rebate, and continuing disclosure. It also directs and prepares the annual budget, $39.0 million for the current year, calculates the annual cost of water to member cities and customers, oversees billing for all water supply contracts, and directs the preparation of various reports.

The CRMWD is seeking a multi-talented finance professional ready to invest themselves into the organization. This position requires a bachelor’s degree in accounting, finance, business management, or a related field as well as 10 years of progressive supervisory/management experience. Candidates should also be proficient in Microsoft Office products and Incode. A Texas driver’s license is required, and being a Certified Public Accountant is preferred.

The District is offering a highly competitive salary for this position of $120,000 to $170,000 dependent on qualifications and experience.
