Allen is a home rule city with a council-manager form of government. This combines the policy leadership of elected officials with the managerial expertise of an appointed city manager. The Allen City Council is comprised of a Mayor and six Council members. Allen is stable politically and organizationally and continues to experience growth in its population and City-owned capital assets.

Operating with a staff of 17 and an annual budget of $1.9 million, the Finance Department is responsible for planning and maintaining the City’s financial health through oversight of the Accounting Division, Budget Division, Purchasing Division and Municipal Court. The new Chief Financial Officer (CFO) will lead with passion, flexibility, confidence, and synergy. Offering strategic leadership to the department, the next CFO will guide all financial, accounting, and budgeting functions of the City including forecasting revenues and expenditures, analyzing trends for future financial matters, and adequately planning for the financial management of the organization. This will require an innovative individual with demonstrated knowledge of utility rate plan studies, bond issuances, and investment strategies.

The selected candidate should have a bachelor’s degree from an accredited college or university in business administration, financial management or a related field. A master’s degree and a CPA designation are preferred. More than seven years of experience with three years leading in a management role is essential for the next CFO. Government experience is required and municipal experience is strongly preferred. Experience in working with TIF Districts and public/ private partnerships is desired.
