Job Description

DESCRIPTION:

The City of Pasadena (CoP), Texas is seeking a City Controller with extensive experience in municipal accounting, banking, municipal bonds, municipal budgeting, accounting, taxation, and financial controls.

The CoP has a population of approximately 154,000, is just under 60 square miles in size, and shares a common border with the City of Houston. The city is located in Harris County, which is home to over 4 million people. Pasadena encompasses four major public-school districts, is home to San Jacinto College and is just a short drive from several universities. Residents can also easily commute to Galveston’s beaches and the Gulf Coast in less than an hour or be in downtown Houston in fewer than 20 minutes. Home prices are relatively low, especially compared to other areas in the state and nationally. There is also a large medical complex located in the city. The city has low crime and unemployment rates and is a great place to live, work, and play in Texas.

The CoP operates under a mayor-council form of government with the City Controller’s Office under the authority, control, and direction of council (eight councilmembers). As a result, it is independent from the mayor’s authority to the extent described by the Charter.

City-funded medical clinic, staffed by an M.D. and a medical assistant, free to employees and their dependents;

Low cost and high-quality health insurance (prices range from $15 – $80 per month for employee-only and $74 - $328 for family coverage) depending on the plan selected;

Ability to accrue up to 960 hours of combined leave for “payout” purposes;

Tuition reimbursement subject to limitations;

10 days of vacation, 12 holidays, and 15 days of sick leave annually for new employees;

City-funded life insurance, as well as short-term and long-term disability insurance.

The anticipated salary range for the selected City Controller is $160,000-$190,000, DOQ and as determined by city council members.

GENERAL SUMMARY:

Performs responsible complex administration work in planning, organizing, coordinating and directing the fiscal activities of the city; Establishes and maintains internal control procedures and assures that state and national standard accounting procedures are maintained. Prepares reports which summarize and forecast the city's business activity and financial position in areas of revenue, expenditures, and fund balances based on past, present and expected operations. Oversees all the investments of city funds. Assist in preparation of the annual budget. Performs the duties personally or through subordinate supervisors. Assist the Mayor and city departments with additional financial duties as requested.

Requirements

ESSENTIAL DUTIES & RESPONSIBILITIES:

Supervises the activities of the Controller's Office. Manages and directs the finances and accounts of the city it' departments and components organizations. Has authority over all cash and accounts of all city and all departments. Establishes or recommends major economic objectives and policies. Oversees all the separate accounts for each appropriation made by the council to each department. Monitors revenues and expenditures in assigned area to assure sound fiscal control. Signs and approves all orders for money. Oversees payroll and accounts payable processing. Pays all claims and salaries on prescribed dates. Keeps detailed records of all payroll and receipts and expenditures of all city departments. Assists with health insurance funds. Advises management about insurance coverage, employee salaries and other employee benefits. Makes financial projections for the city. Reviews all requests for credit from Water Bills. Directs the preparation of state and federal reports, including tax reports as required by law. Provide quarterly investment reports and present reports to council. Provide quarterly financial statements to be presented to council. Oversees computerized financial and information system. Develops finance related ordinances and resolutions. Provides guidance for city negotiators in reference to wages and financial items. Assists with budget and salary ordinances. Work the assigned schedule and comply with City timekeeping and attendance policy. Must be able to maintain, without interruption, all necessary licenses, certifications, clearances, and/or job requirements. Other duties as assigned.

EDUCATION, EXPERIENCE & LICENSES:

Bachelor's degree (B.A/B.S) from four-year College or University; plus, a minimum of five years of experience in municipal accounting, banking, and municipal bonds. The five years of experience shall have been gained through professional employment in municipal budgeting, accounting, taxation, and financial control and such experience shall not have been gained as an elected official. The City Controller will be required to provide a Surety Bond of a minimum of $100,000.00 with the premium being paid by the City of Pasadena. Prior to appointment the selected candidate's qualifications shall be published once a week for two weeks in the official newspaper. PREFFERED: Certified Public Accountant (Certification through State of Texas).
