Controller-Treasurer
The County of Santa Clara seeks a seasoned executive with successful experience in a similar organization where they’ve acquired operational experience in applying laws and regulations concerning the handling and care of public funds. Knowledgeable about the financial affairs of a large California county or other large government entities. Respect staff and demonstrate a proven ability to lead them to greater heights. Promotes customer service through working with members of the public, county departments, local government entities, and school districts. Strong ability to collaborate positively with others to bring about change. Be effective in the planning, organizing, and directing of an array of financial activities. Have exceptional verbal and written communication skills with significant abilities to express ideas to establish a vision for overseeing county-wide accounting systems and operations. Be a pragmatic visionary with the ability to see opportunities and make them happen, as well as demonstrating political astuteness, both externally and internally.
REQUIRED BACKGROUND AND EXPERIENCE:
A qualified candidate would typically acquire the knowledge and abilities through considerable training and experience equivalent to graduation from an accredited college or university with major work in accounting or a related field and four years of responsible experience in the administration of a complex financial, accounting or auditing unit. CPA Certificate is desirable.

- Attention to Detail: Responsible for ensuring that financial records are accurate and in compliance with all regulations – internal and external. A keen eye for detail is essential for identifying discrepancies and preventing errors.
- Strong Analytical Skills: Ability to analyze financial data, identify trends, and interpret results to provide insights for decision-making to County Administration and the Board of Supervisors.
- Understanding of Financial Regulations: Proficient knowledge of state and federal financial laws, accounting standards (like GASB and GAAP), and tax regulations to ensure the County remains compliant.
- Ethical Judgment: Must maintain a high level of integrity and ensure that all financial activities align with the County’s values and ethical standards.
- Risk Management: Identify, assess, and mitigate financial risks, such as cash flow issues or potential financial fraud. Must have a proactive approach to risk management to safeguard the County’s assets.
- Leadership and Management Abilities: Strong leadership skills to manage teams, provide guidance, and countywide training, to ensure the smooth functioning of the County’s financial operations.
