Job Description

This position is responsible for assisting the Payroll Supervisor in the management, control, and coordination of the centralized payroll function of the School Division in accordance with School Board, Commonwealth of Virginia, and federal payroll and benefit related laws, policies, regulations, and other authoritative pronouncements. Specifically, this position supports the daily planning and supervision of the payroll section; general accounting of the School Board payroll; reconciliation of payroll liability accounts; accurate and timely payroll-related vendor payments, including federal and state taxes, benefit providers, and garnishments; and in audits of the School Division.

ESSENTIAL RESPONSIBILITIES - specific to this job

  • Under the direction of the Payroll Supervisor, plans and supervises daily activities involving the analysis of payroll systems, employee status changes, time and attendance data, payroll-related wage and tax accounting, health and retirement contributions, garnishment deductions, fringe benefit accounting.
  • Assists the Payroll Supervisor in testing, training, and communications for payroll system modifications and updates to include overseeing implementation of process improvements.
  • Maintains appropriate controls to ensure the financial integrity of payroll processing operations and to ensure the accurate and timely payment of payroll-related obligations.
  • Ensures that the reconciliation auditing of employee status, hours worked, wages paid, time off taken, and short-term disability payments match both the system of record and the original payroll transmit processing.
  • Applies advanced and expert knowledge of FLSA; PWCS regulations and policies; varying pay scales; complex payroll business processing rules, leave payouts, and benefits; and other Federal/State/Local employment regulations to ensure accuracy of payroll results.
  • Reviews payroll vendor payments and works collaboratively with accounting personnel in reconciliation of payroll liability accounts.
  • Processes and reconciles 403B and 457 Tax Shelter Annuities.
  • Processes and reconciles VRS monthly compensation for retirement and group life benefits and authorize all forms submitted to VRS (i.e., refunds, retirement, and disability)
  • Assists with annual regulatory updates (i.e., FIT, SIT, FICA taxes) and compilation of federal and state employment quarterly and annual tax filing, including annual W-2, Virginia Employment Commission (VEC), and reporting to Social Security Administration (SSA).
  • Compiles and reports statistical information required to local, state, and federal authorities as required and directed by the Payroll Supervisor.
  • Processes and balances VRS monthly compensation for retirement and group life benefits as assigned by the Payroll Supervisor and authorize all forms submitted to VRS (i.e., refunds, retirement, and disability) in the Payroll Supervisor's absence.
  • Implements and evaluates automated solutions, process redesigns, and upgrades to existing payroll­ related systems and software.
  • Assists in the development and review of payroll-related regulations, policies, and procedures.
  • Initiates yearly goal setting with staff and Payroll Supervisor to identify opportunities for implementing PWCS initiatives, improved efficiency, and improved customer service.
