Director II - Finance
The City of Rocky Mount seeks a skilled and strategic leader with the financial acumen, organizational leadership, and communication skills to lead the city into its next era of community investments and fiscal sustainability. The Finance Department has achieved the GFOA Certification of Achievement for Excellence in Financial Reporting for 27 consecutive years. Rocky Mount is governed by a non-partisan City Council utilizing a Council/Manager form of government consisting of a Mayor, Mayor Pro Tem, and six Council members. Holding an Aa2 bond rating and multiple GFOA budget awards, the Finance Director will oversee the adopted budget of $283M with a $99M General Fund, an $99.M Electric Fund, and a $29M Gas Fund. The Finance Director is responsible for a department of just under 30 full-time positions performing accounting, payroll, cash management, investment portfolio management, and financial reporting duties. This position requires excellent written/verbal communication skills to effectively convey financial topics to staff, elected officials, and citizens. The position also oversees the financial aspects of capital improvement planning and budgeting, strategic planning, grant administration and performance management.
Other duties include but are not limited to preparing and presenting complex and detailed fiscal reports and organizing and directing the work of staff who supports all accounting, budgeting, financial reporting, payroll administration, purchasing, and investment efforts. Maintains full integrity of all revenues, ensuring organization policies and procedures, as well as state and federal laws and regulations are followed; oversees capital assets projects, ensuring goals are being met; complies fiscal estimates and prepares fiscal reports and any other fiscal reporting requirements as appropriate; and ensures compliance with accounting procedures through observation, supervision, and testing. Analyze trends to reduce financial risks associated with making investment or spending decision and monitor the performance of investments including creating reports and preparing and outlining complex models into simple terms that others can work with.
