BRIEF DESCRIPTION:

The Director of Finance/CFO is responsible for overseeing the Finance Department's activities and ensuring that all operations align with established protocols, procedures, and generally accepted accounting principles for local government. This role is guided by the City Manager or designee and adheres to City Council policies and applicable state and federal requirements. The Director of Finance/CFO manages the City’s complex financial functions, ensuring accurate financial records and timely payments for payroll and goods/services. This executive-level position plans, organizes, and directs all financial activities of the City, reporting directly to the City Manager or their designee.

Key responsibilities include managing all phases of the Finance Department, such as accounting, and debt management, revenue collection, investments, budgeting, purchasing, audits, grant management, treasury, municipal pensions (TMRS and FFR) and utility fiscal services. The role also focuses on developing and enhancing procedures within the City’s fiscal system. The Director of Finance/CFO provides high-level supervision and consultation to the Finance Department, working with considerable independence while remaining under the administrative direction and review of the City Manager or designee. The Director of Finance/CFO provides top level management and direction to assigned divisions of Utility Billing, Municipal Court, and City County Transportation. Divisions subject to change.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

  • Extensive knowledge of complex finance and accounting operations and principles, procedures, and laws, particularly as they relate to municipal operations in Texas
  • Knowledge of auditing and the establishment of financial controls
  • Knowledge of methods and techniques of governmental accounting including GAAP and GASB
  • Advanced principles and practices of municipal budget preparation and administration
  • Advanced knowledge and experience in public funds investing; Public Investment Act
  • Advanced knowledge and experience in the issuance of Municipal Debt
  • Manages bonded debt and reviews lease purchase obligations
  • Thorough knowledge of modern office practices and procedures, accounting and information processing systems and equipment; considerable knowledge of the principles and practices of public administration
  • Knowledge of investment procedures and return rates, knowledge of budgeting procedures and formats
  • Ability to plan, organize, direct, and review the work of several separate operating activities engaged in a variety of financial and related service activities
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of city and department goals
  • Ability to formulate, initiate, and administer general controlling policies and procedures
  • Ability to identify and respond to sensitive community and organizational issues, concerns and needs
  • Knowledge of statistical analysis, capital project planning, and bond financing/debt management
  • Knowledge of investment techniques, money market instruments and related laws and regulations
  • Knowledge of rate-making principles and techniques
  • Ability to prepare, and present clear, concise, and accurate financial reports
  • Ability to interpret and apply Federal, State and local policies, laws and regulations
  • Ability to read and interpret laws and other regulations relevant to public finance administration
  • Advanced knowledge of financial software
  • Intermediate to advanced computer skills
  • Advanced math skills
  • Ability to provide effective leadership for staff and maintain harmonious relationships
  • Ability to guide the professional development of staff
  • Knowledge of principles of supervision, training, and performance management
  • Ability to work successfully with department heads, other public officials and the public, and to establish effective working relationships

EDUCATION AND EXPERIENCE:

  • A master’s degree in public administration, business administration, or a related field, plus at least 4 years’ experience in public and financial administration in a municipal government, 2 of which is supervisory experience; or
  • A bachelor’s degree in finance, accounting, business or a related field plus at least 5 years progressively responsible experience in public administration, preferably in municipal government, 2 of which is supervisory experience

CERTIFICATES AND LICENSES REQUIRED:

  • A Valid Class C Texas driver license and the ability to maintain a satisfactory driving record
  • Strongly preferred Certified Government Finance Officer (CGFO) or Certified Public Accountant (CPA), current on Public Funds Investment Act training
  • Must be bondable

ENVIRONMENTAL FACTORS AND SAFETY HAZARDS:

  • Primarily in an indoor environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during summer and winter months.
