DIRECTOR OF FINANCE AND TECHNOLOGY SERVICES
CITY OF LAGUNA BEACH, CALIFORNIA
Salary: $140,268 - $215,244 DOE/DOQ

The City of Laguna Beach, California seeks an experienced and skilled individual to fill the role of Director of Finance and Technology Services. This executive leadership position oversees the Finance and Technology Services Divisions and reports to the Assistant City Manager/Chief Financial Officer. This Director will lead a team of 13 staff, including two Division managers. You will be responsible for managing a Department budget of $2.5 million and facilitating the budgeting process for the entire City, which has an approximate budget of $125 million. In this role, you will bring both technical expertise and strong communication skills and support various special projects, such as the oversight and implementation of a new enterprise resource planning (ERP) system. Additionally, you will demonstrate emotional intelligence, political acumen, and a desire to improve customer service. THE JOB / IDEAL CANDIDATE

As the Director of Finance and Technology Services for this newly created position, you will have the opportunity to shape the direction and success of digital services infrastructure and financial outcomes and be a key member of the City’s executive leadership team driving innovation and excellence. Reporting to the Assistant City Manager/Chief Financial Officer, you will work closely with other department executives across the organization. As the leader of these important divisions, you will oversee a Department budget of $2.5 million and facilitate the budgeting process for the entire City, which has eight departments and an approximate annual budget of $125.2 million.

In this hands-on role, you will lead a team of 13 professionals and administrative staff (seven in Finance and six in Technology Services). You will have the chance to develop and implement innovative projects and foster a positive and supportive culture that promotes mentorship and growth. As the ideal candidate, you will be an effective leader with a strong technical background. You will work to support and oversee the successful implementation of a new ERP system. In addition to your technical expertise, you will possess excellent communication skills and demonstrate emotional intelligence and political acumen.

MINIMUM QUALIFICATIONS

Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities is described below:

  • Education: A Bachelor’s Degree in Public Administration, Business Administration, or a related field.
  • Experience: Six years of considerable, progressively responsible experience in local California government covering a wide array of functions, with specific knowledge and experience in the areas of municipal finance, budgeting, and information technology services.
  • License/Certificate Requirements: A valid California Driver’s license and an acceptable driving record.

Desired:

  • Master’s degree
  • Public sector experience
  • Other financial certifications to aid in the ability to do the work, such as a CPA, CFA, etc.
