Job Description

Objectives

The individual supports the Board of County Commissioners, the County Administrator and Department Directors and is responsible for long range financial planning, current budget preparation and analysis, and efficient and cost-effective business operations for Departments under the Commissioners and to provide as-needed technical assistance to Delaware County’s Elected Officials. The individual is also responsible for planning, coordinating, managing, analyzing, and reporting the fiscal operations for the Board of Commissioners. Individual performs routine budget analyses and recommends changes to current and long-range operational practices; prepares long range financial plans for capital, debt and operating expenditures as well as revenues. Individual works with Department Directors to implement performance management programs and establish routine tracking procedures. The Director of Finance reports to the County Administrator.

Job Standards

Bachelor’s Degree in Accounting, Business Administration, Finance or related field plus a minimum of seven (7) years’ experience in financial management, accounting or related field combined with previous experience in performance management and process improvement programs along with the demonstrated ability to effectively manage and lead subordinate personnel. Demonstrated experience with public and/or private sector initiatives in government structure, operations, functions and practices. Must possess a valid driver’s license and maintain the ability to drive on county business as a condition of employment. All required licenses and certifications must be maintained as a continued condition of employment.
