The Energy Services & Utility Rates Manager develops, plans, conducts, and manages the complex utility rate setting process for BWP and provides energy services to the community. The incumbent provides direction and support to a utility rates analyst and supervises the work of external contractors and consultants. This position reports directly to the Chief Financial Officer.
RESPONSIBILITIES INCLUDE:
- Perform short- and long-term strategic business planning, focusing on customers and internal priorities;
- Assist budget staff with forecasting of utility revenues;
- Perform energy load management and demand response analysis;
- Develop renewable energy, electric vehicle, solar, carbon reduction, and related environmental strategies for implementation;
- Create strategies to reduce peak energy demand and create electrification opportunities;
- Develop, manage, and monitor demonstration projects and life-cycle processes including design, testing, deployment, and program and project performance evaluation;
- Manage all functions related to utility rate development, developing cost of service studies, and rate design, including, but not limited to load and revenue forecasting and monthly variance analysis, financial analysis, rate comparison, revision, and implementation;
- Design, analyze, evaluate and make recommendations for utility rate structures and fees that support long-term and short-term financial plans, according to best business practices and City policies, including progressive rate design;
- Obtain and analyze water and electric rates of regional utilities, including the examination and analysis of utility functions;
- Develop and manage cost allocation and pricing strategies for all utility products and services;
- Apply applicable local, state, and federal regulatory requirements;
- Review and confirm rate changes in billings systems;
- Analyze customer consumption usage and making appropriate recommendations for changes in rates and programs to achieve efficiency goals;
- Analyze proposed water and electric demand and supply projects using consistent financial and planning assumptions;
- Oversee, perform, and assist with special projects;
- Develop, prepare, and maintain a variety of revenue and consumption reports;
- Forge partnerships with local community groups, companies, schools, and universities;
- Coordinate and meet with contractors, vendors, and outside agencies;
- Develop and deliver presentations before community groups, BWP Board, Burbank City Council, and other legislative and regulatory bodies;
- Lead teams on interdisciplinary projects, reviewing the work of other staff; and
- Train, supervise, and evaluate employees; making effective recommendations regarding hiring, promotions, transfers, and disciplinary actions.
THE ATTRIBUTES WE ARE SEEKING:
The ideal candidate for the Energy Services & Utility Rate Setting Manager position at BWP is a high performing self-starter with excellent analytical and communication skills who thrives in a fast-paced team environment. They have in-depth utility rate setting experience and are capable of effectively communicating utility rates and proposed utility rate changes before executive staff, community groups and legislative and regulatory bodies.
The best qualified candidate is a skilled problem solver, relationship builder, and decision maker who is keenly familiar with all applicable local, state, and federal legislation and regulations, including Federal Energy Regulatory Commission standards. They thoroughly comprehend utility operations, including power contracts and power scheduling, and have substantial utility rate setting experience. Prior supervisory experience and an extensive understanding of CAISO are highly desired.
QUALIFYING EDUCATION AND EXPERIENCE:
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City is qualifying. Example combination Includes graduation from an accredited college or university with a Bachelor's degree in accounting, business administration, economics, energy and resources studies, finance, mathematics, or a closely related field. Highly competitive candidates will have 4 years of energy or utility sector experience. Requires possession of a valid California Class "C" driver's license or equivalent at time of appointment and throughout employment.
