Finance and Human Resources Manager
Thurston Regional Planning Council (TRPC) seeks a professional and motivated Finance and Human Resources Manager. The Finance and Human Resources Manager is responsible for the agency's overall financial systems and control environment. This position is also in charge of payroll and administrative functions of human resources. The Finance and Human Resources Manager reports directly to the Executive Director and is a member of the agency management team. As the Finance and Human Resources Manager, you will be required to be self-motivated and exercise a high degree of professional judgment.

TRPC is a Regional Transportation Planning Organization and Metropolitan Planning Organization governed by a 23-member intergovernmental board. The ideal candidate will have:
- Knowledge of accounting principles and audit concepts
- Familiarity with human resource best practices and labor laws
- Ability to conduct financial analysis and resolve complex problems
- Ability to interpret, implement, and apply policies and laws
- Knowledge of 941 and 1099 reporting
- Demonstrated ability to meet deadlines and prioritize tasks
- Strong knowledge of Microsoft Excel and the ability to perform mathematical computations
- Strong written, verbal, and interpersonal communication skills
- Is adaptable to change and can collaborate with others
MINIMUM REQUIREMENTS
For the Human Resources and Finance Manager, the candidate will have at a minimum:
- A master’s degree or bachelor’s degree in business, accounting, finance, human resources, or a closely related field
- Five years of professional experience in either business, accounting, finance, or human resources
Or
- Any demonstrated combination of experience and education, which provides the applicant with the required knowledge and abilities.
THE POSITION
The Human Resources and Finance Manager position is an exempt at-will position that operates under the direct supervision of the Executive Director. This position oversees both the agency's financial functions and administrative aspects of human resources. This position holds a high degree of responsibility and requires a well-organized individual who possesses strong general knowledge of responsible areas and can employ sound professional judgment. Tasks may include:
Oversees and conducts all accounting functions for the agency including budget preparation, invoicing, payroll, cash payments and cash receipting, rate computations including indirect rate
Maintains, develops, and prepares financial reports and statements used by management and agency staff
Manages the agency’s procurement and contracting policies and practices according to federal and state regulations
Functions as the audit liaison for the agency and is responsible for preparing the annual audit report and schedules
Responsible for recruitment, retention, termination, and orientation of new staff
Manages risk environment for the agency, ensures financial controls are in place and appropriate labor laws are being followed
Is responsible for monitoring the agency’s operational budget and indirect rate
Prepares 941, 1099, and 1094 forms
May conduct presentations to Council and various subcommittees on agency financial matters
A successful candidate could expect to:

SALARY
Salary placement within the ranges is dependent on qualifications.
Finance and Human Resources Manager salary $7,654 - $9,558 per month
