Finance Director
GENERAL PURPOSE: The Director of Finance manages all aspects of the Finance Department including purchasing, accounts payable, payroll, accounts receivable, audit, budget, finance reporting, and utility billing. Tracks, maintains, and reports the City’s finances and investments on a regular basis and as requested.
PRIMARY DUTIES AND RESPONSIBILITIES:

- Prepares the City-wide monthly and annual financial statements and projections, accounts payable, payroll, and investing and debt activities; prepares and monitors the City-wide operating and capital budgets.
- Monitors, maintains, and tracks the entire City budget, both operational and capital, totaling hundreds of millions of dollars; oversees departmental budget.
- Coordinates and directs the operations of the purchasing division, including the p-card program, formal and informal bids, RFPs, RFQs, city auction, and purchase agenda items for City Council approval.
- Works with external auditors to conduct the annual audit; prepares the Annual Financial Report.
- Leads financial activities and serves on the board of the City’s pension plans as requested; plans and leads bond meetings with rating entities; oversees and directs the preparation of all information and documentation needed for ratings.
- Prepares and leads department strategic and operating plans; identifies, analyzes, monitors, and evaluates goals, objectives, priorities, and activities.
- Attends meetings; serves on boards and committees as requested; prepares and presents updates about department activities and outcomes to the executive team.
- Serves as subject matter experts and provides interpretation and understanding of policy and procedures to administration and personnel; updates financial policies and procedures as needed and within City policy; maintains accurate and complete records and files.
- Supervises, offers perspective, and consults with management and personnel from across the City; develops and maintains personnel systems and strategies in alignment with the City’s mission, vision, and goals.
- Recruits, hires, and trains personnel in the area of Finance; monitors, evaluates, and offers feedback to staff; plans and directs the development of training for management and staff based on relevant needs.
- Provides quality customer service to customers, city staff, the general public, and all other work contacts; maintains a high level of professionalism and confidentiality at all times.
MINIMUM QUALIFICATIONS:
Required Knowledge of:
- Federal, State, and local laws, ordinances, policies, procedures, and regulations pertaining to public finance, investment, and procurement.
- Principles, practices and procedures of municipal government accounting and financial reporting, including internal control, cash management, general ledger, accounts payable, and accounts receivables.
- Automated financial accounting and reporting systems.
- Professional business practices including report and budget preparation, development, tracking, adjustment and maintenance.
- Pertinent Federal, State and local laws, codes, and regulations.
- Method and techniques of time management.
- Principles and practices of supervision, training, and evaluations.
- Budget management and reporting.
- Principles and processes dealing with collection, analysis, and presentation of quantitative data.
- Design and implementation of workforce planning and restructuring.
- Practices, techniques, and methodologies of management and personnel evaluation.
- Administrative and clerical procedures and systems such as word processing, filing, and records management systems.
- Financial Software such as ERP Pro 9 (Incode 9).
- Customer service skills and tactics to interact with diverse individuals.
- Use of good judgment and sound decision-making practices in matters related to the job.
- City and department policies, procedures, and processes.

Education and Experience:
- Bachelor’s Degree in Accounting, Public Administration, Finance, Business, or a closely related field and four (4) years of increasingly responsible experience in accounting/auditing, including two (2) years of financial reporting, preferably in the public, or municipal government.
Required Licenses or Certifications:
- Certified Government Finance Officer or Certified Public Accountant (CPA), preferred, or working towards.
- Valid Texas Driver’s License may be required.
