JOB SUMMARY:
Under the direction of the City Manager and guidelines set by policy, supervises and manages the development and execution of the budget. Manages all investment activities for the City. Maintains City’s financial and management information system.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
City Manager and Assistant Manager reserve the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
- Oversees subordinate staff’s work performance; trains, instructs, evaluates, and assists staff.
- Oversees and evaluates financial reports and procedures including payroll processing, accounts payable process, purchasing, billing, posting and reconciliation of general ledgers and accounts and receipts for any cash transactions.
- Prepares, executes, and monitors the annual budget; reviews and reconciles fixed asset accounts.
- Maintains investments for City; performs weekly investing for City; reviews investment work papers; prepares quarterly investment compliance report.
- Works with auditors and performs internal audit; prepares year-end journal entries and schedules needed for auditors.
- Conducts year-end closing.
- Reviews W-2’s/1099 processes.
- Preforms direct deposit file transfers to banks.
- Prepares a variety of reports including quarterly financial report, monthly state sales tax report, state and federal tax report, quarterly trust fund report and any other reports requested by City Manager or Department Heads.
- Prepares RFPs for insurance liability, property, and worker’s compensation and bank contracts.
- Prepares studies for increase on utility rates.
- Serves as Chief Financial Advisor to City Manager.
- Provides and coordinates training for financial and management information system; assists all staff with MIS problems.
- Conducts daily, weekly, monthly, and annual backups.
- Attends training seminars.
- Performs maintenance operations on system.
- Coordinates and installs upgrade for MIS system; prepares for Year 2000 compliance.
MINIMUM QUALIFICATIONS:
- Possess valid Driver’s License.
- Possess 10 years of public sector experience in municipal finance and/or governmental accounting
- Ability to travel, attend professional meetings and workshops.
- Ability to work unusual hours and weekends as necessary.
SKILLS IN:
- Knowledge of governmental accounting theory, principles, and practices.
- Knowledge of internal control procedures and management information systems.
- Knowledge of payroll, accounts payable functions, budgeting, and accounting.
- Communication skills to communicate with all employees, City Council, Mayor, outside agencies, vendors, and general public.
- Writing skills to prepare reports and financial statements.
- Math skills to prepare and analyze complex financial reports used for decision making.
- Reading skills to interpret and understand city ordinances, local law, and state and national accounting procedures.
- Ability to operate and run relevant computer programs.
- Supervisory ability.
EDUCATION:
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. An associate degree and experience may substitute.
LICENSES AND CERTIFICATIONS:
- Valid Driver’s License
