Job Description

The City of Middletown is proactively seeking an accomplished financial professional to join its executive leadership team to direct and coordinate the City’s finance department. The Finance Director provides highly responsible strategic leadership and day-to-day management of the City’s fiscal and financial functions and services to include complete financial planning for the City, developing and administering the City’s overall budget, accounting, debt and investment management, and all treasury functions. The Finance Director also manages the city’s local income tax collection, payroll administration, water billing, and purchasing operations. The City of Middletown has an annual, all-Funds budget of $145 million, including transfers.

The City’s industrial anchors include Cleveland Cliffs/AK Steel, Akers Packaging, Pilot Chemical and Cohen Recycling. Major, class-leading health care systems maintain a significant physical presence in the City in the form of the Premier Health Network’s full-service Atrium hospital and a new comprehensive clinic run by the Kettering Health Network. Middletown boasts quality post-secondary education partners with the Middletown satellite campuses of both Miami University and Cincinnati State.

The City provides a full complement of local government services and utilities including water and wastewater enterprise utilities; an extensive park network; police, including dispatch and a municipal jail; fire and emergency medical and all-hazard response; a municipal airport, and a City Board of Health. The City organization consists of approximately 380 full-time employees. The selected candidate will answer directly to the City Manager/CEO and have comprehensive interaction and hands-on involvement with all parts of the internal organization as well as the external community.

While leading the City Finance Department, the chosen candidate will work closely on an extensive series of economic development projects and incentive programs; dedicated levies for public safety and road improvements; opportunity zone investments, numerous federal and state grants and aid programs; liability insurance and comprehensive health insurance management.


  • Bachelor’s Degree from an accredited four-year college or university, with major course work in business, public finance, and/or accounting. A Masters Degree in a related field is preferred. A combination of additional education or professional experience and training may be substituted.
  • At lease five (5) years of increasingly responsible experience in accounting, budgeting, and financial reporting.
  • Demonstrated experience in supervising professional, technical staff preferred.
  • Previous experience in government accounting and local government financial management is strongly desired.
  • CPA or CPFO certification desirable.

Salary and Benefits:

The compensation package includes a salary range of $108,000.00 to $120,000.00 dependent upon education and experience. All employees participate in the Ohio Public Employees Retirement System, as well as voluntary participation in deferred compensation program. The City offers highly-competitive Benefits and Paid Time Off. Relocation expense reimbursement will be considered for superior candidates.
