Finance Director
Reports To: City Manager/Mayor

JOB SUMMARY:
The Municipal Finance Director is responsible for managing and overseeing the financial operations of the municipality. This includes budgeting, accounting, financial reporting, and fiscal policy development. The Finance Director ensures compliance with state and federal regulations, maintains fiscal health, and supports transparent, strategic financial planning to help achieve city goals and priorities.
KEY RESPONSIBILITIES:
1. Financial Management and Planning
- Develop, implement, and oversee the municipality’s annual budget, including revenue and expenditure projections.
- Manage cash flow, investments, and debt issuance to maintain the fiscal health of the city.
- Forecast and monitor financial trends and advise city leadership on fiscal policies and long-term financial planning.
- Develop multi-year capital and operational budgets in collaboration with department heads.
2. Accounting and Financial Reporting
- Oversee all accounting functions, including accounts payable, accounts receivable, payroll, and general ledger.
- Ensure accurate financial reporting in compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines.
- Prepare and present monthly, quarterly, and annual financial statements to the city council, public, and other stakeholders.
3. Audit and Compliance
- Coordinate and oversee internal and external audits to ensure compliance with regulations and municipal policies.
- Implement and monitor internal controls to safeguard assets, prevent fraud, and ensure transparency.
- Ensure adherence to all federal, state, and local laws, particularly concerning tax laws, grants, and public funds management.
4. Supervision and Leadership
- Lead, train, and supervise finance department staff, fostering a collaborative and professional work environment.
- Set department goals, monitor staff performance, and encourage professional development within the team.
- Serve as a financial advisor to the City Manager, Mayor, City Council, and other department heads, providing expert guidance on financial matters.
5. Revenue and Debt Management
- Oversee revenue management, including property taxes, grants, permits, and other municipal revenue sources.
- Manage city debt and maintain relationships with bond rating agencies, ensuring cost-effective borrowing and repayment.
6. Community and Stakeholder Engagement
- Represent the finance department in meetings with city leaders, city council, and the community to communicate financial plans, policies, and reports.
- Respond to public inquiries regarding city financial matters, providing transparency and building public trust.
QUALIFICATIONS:
• Bachelor’s degree in Finance, Accounting, Public Administration, or a related field (Master’s degree preferred).
• Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) designation is highly desirable.
• Minimum of 3 years of experience in municipal finance or public-sector financial management, including supervisory experience.
• Thorough knowledge of municipal budgeting, accounting, financial reporting, and regulatory compliance.
• Strong analytical, organizational, and communication skills, with the ability to present complex financial information to non-financial audiences.
• Proficiency in financial software such as Sage, Muni Link and MS Office applications.
SALARY:
$110,000 - $170,000
