The City of Newport Beach seeks a motivated individual to join the Finance Department as a Finance Manager assigned to the Budget Division.
Currently, there is one full-time vacancy assigned to the Budget Division and will oversee the Citywide operating budget and financial analyses.
The ideal candidate will have experience with budget and financial forecasting in a governmental setting, including excellent oral and written communication skills, polished interpersonal skills, outstanding analytical and problem-solving skills, a positive attitude, and demonstrate strong ethics and integrity.

$70.29 - $89.70 Hourly
$5,623.18 - $7,176.19 Biweekly
$12,183.55 - $15,548.42 Monthly
$146,202.58 - $186,580.99 Annually
Responsibility:
Under the direction of the Finance Director, performs a full range of municipal financial procedures prepares a variety of financial reports; coordinates activities of assigned division with those of the other divisions within the Finance Department; and provides highly responsible, professional and complex analytical assistance to the department’s management team.
Receives direction from the Finance Director and Deputy Finance Director. May oversee various finance department-related functions and professional, technical, and clerical staff members.
The following essential functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those below to address business needs and changing business practices:
When assigned to the Budget Division:
- Oversees the Citywide operating budget, financial analyses, and payroll processing and reporting.
- Plan, coordinate and oversee the daily activities and operations of the Citywide budget development;
- Review and analyze short- and long-term financial forecasting;
- Recommend, administer and monitor budgets, calendar and fiscal year end requirements and applicable municipal codes and regulations;
- Analyze, cost and forecast trends related to City budget; develop and deliver budget presentations; organize and assist in budget hearings;
- Conduct budget audits and reviews; advise Finance Director on budgetary, financial or other departmental matters;
- Implement, maintain, and review payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions;
- Plan, analyze, document, coordinate and implement changes to payroll & benefit calculations and or processing including labor costing; communicate changes to administration when appropriate;
- Collect, withhold, remit and report applicable federal, state and local tax taxes associated with assigned units within the Finance Department; and
- Prepare a variety of complex financial analyses at the request of the Finance Director or Deputy Finance Director.
To perform this job successfully, an individual must be able to perform each essential function. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Experience & Education and License/Certificate:
Experience: Five years of professional experience in assigned division, of which at least two years of experience should involve supervisory responsibility.
Education: Equivalent to a bachelor's degree from an accredited college or university with major course work in accounting, financial management, business administration, public administration, economics or a closely related field.
License/Certificate: A Certified Public Accountant (CPA) or Certified Public Financial Officer (CPFO) credential is desirable. Due to the performance of some field duties which require the operation of a personal or City vehicle, a valid and appropriate California driver's license and an acceptable driving record are required.
