THE TOWN: Tiburon is located just a few miles north of the Golden Gate Bridge in southern Marin County. THE POSITION: The Town of Tiburon is seeking an experienced and motivated Finance Manager. The primary role of the Finance Manager is to plan, direct, manage, and supervise the Town's cash management, investments, revenue collections, debt financing, financial analysis, budgeting, business licensing, grant administration, and reporting functions. The successful candidate will perform complex professional accounting and financial management duties and oversee the day-to-day operations of the Finance Unit.

The Finance Manager will ensure integrity of accounting and financial systems, prepare financial statements, oversee and perform reconciliations, adjusting entries, assure integrity of the Town’s chart of accounts, and serve as lead for financial audits. In addition, the position develops and implements fiscal and accounting policies and procedures, performs legislative analysis and interpretation. The Finance Manager develops and delivers presentations and workshops, conducts fiscal analysis and forecasting, makes recommendations based on analysis, prepares and presents a variety of written documentation, reports, and correspondence, and performs related duties as assigned.

IDEAL CANDIDATE:

The Finance Manager will serve as a leader and coach and work collaboratively under the direction of the Director of Administrative Services in providing strategic oversight for the unit and will:

  • Demonstrate tact, initiative, prudence, and independent judgment within general policy, procedure, and legal guidelines.
  • Have excellent written and oral communication skills with a proven ability to successfully communicate highly technical issues in plain terms to any audience; exceptional listening skills; provide effective, engaging, and persuasive presentations on various financial matters; and will listen attentively to understand the needs, intentions, and values of others.
  • Possess humility, a high level of integrity, a friendly and diplomatic demeanor; be fair and honest, appear professional in attire, and exhibit confidence and calm under pressure.
  • Be able to adapt to ongoing challenges, capable of shifting in various directions as necessary to manage changes and provide information and feedback to staff and colleagues to enhance agility.
  • Be adept at managing multiple funding sources and revenue streams, use creativity to identify and recommend revenue development and cost containment strategies for fiscal sustainability, ensure adherence to generally accepted accounting principles and standards.
  • Possess the ability to evaluate and improve processes and procedures to enhance services; demonstrate leadership in financial and cash management, accounting, auditing, investments and debt management; and identify untapped resources.
  • Be results-oriented, diffuse conflict by focusing on creating better solutions, coach and mentor team members, hold themselves and staff accountable, look for ways to improve processes and services, delegate appropriately, make sound decisions, and optimize resources.
  • Have political acumen, successfully engaging with Town leadership & Town Council, corporate partners, institutional and agency directors, and boards and commissions.
  • Demonstrate the ability to analyze, interpret, and effectively identify and solve problems; make informed decisions, and successfully address complex organizational challenges, provide and implement creative solutions, and provide direction by clearly and effectively setting courses of action.

QUALIFICATIONS:

  • Education: Equivalent to a bachelor's degree in accounting, finance, business or public administration, or a related field.
  • Experience: Five (5) years of responsible professional-level experience in municipal accounting and financial systems management, including at least one (1) year in a supervisory role.
  • Possession of a professional finance designation/licenses from one or more of the following or similar designations or entities are desirable: IPMA, CMFOA, GFOA, or CPA.
  • The ability to convey oneself to and from multiple geographic locations in a timely manner or possession of, or the ability to obtain a valid California driver’s license upon appointment.

BENEFITS:

The Town of Tiburon offers an excellent comprehensive benefits package that includes:

  • Retirement: “Classic Members” - CalPERS 2% @ 55 for employees currently enrolled in a reciprocal or CalPERS classic retirement plan. Employee pays the 7% employee contribution and 3% of the employer’s share contribution. “New Members” - CalPERS 2.0% @ 62 for employees new to CalPERS or with a six month or longer break in a CalPERS or reciprocal retirement plan. Employee pays at least 50% of the Normal Cost of the Plan as calculated annually by CalPERS.
  • Vacation & Sick Leave: Accrue 1 day per month. Vacation accrual rate increases after 5 years.
  • Alternative Scheduling: The Town is open to the public 9 hours a day except every other Fridays (non-payroll weeks).
  • Holidays: 12 paid holidays per year.
  • Medical: Town has currently approved full premium contribution at the Kaiser Bay Area rates. Employees can select from a variety of health plans that are administered through CalPERS.
  • Dental: Town pays up to family plan Delta Dental policy.
  • Life Insurance: Town pays premium for $25,000 term life insurance policy.
