Job Description

Under the direction of the Finance Director, the Finance Manager is responsible for all procurement oversight, including BID & RFP compliance, overseeing payroll, accounts payable, accounts receivable, budgetary control and cash management.

ESSENTIAL JOB FUNCTIONS

  • Reviews daily cash receipts and reconciles monthly cash and investment accounts.
  • Processes budget adjustments and amendments.
  • Prepares or reviews all journal entries.
  • Oversees City grant activity and reconciles grant activity.
  • Assists in preparations of the City’s annual budget document.
  • Prepares monthly tax reports.
  • Reconciles monthly room tax and investigates any discrepancies.
  • Prepares all annual state reports to various agencies.
  • Assists with preparation of annual audit.
  • Works with department heads to prepare Invitations to Bid and Requests for Proposals.
  • Distributes solicitations to vendors, places newspaper advertisements, assists in bid openings, maintains bid file, and assists in awarding contracts with City Attorney.
  • Coordinates and participates in pre-bid conferences and maintains spreadsheets for all solicitation related processes.
  • Ensures contracts are properly approved by the Mayor and City Council.
  • Manages Purchasing Card program for all employees.
  • Oversees and negotiates contracts for office supplies, office equipment and leases.
  • Maintains bid bonds, performance, and payment bond files.
  • Responds to requests for information from bidders and for vendor applications.
  • Back up to Finance Director in absence
  • Performs other related duties as assigned.

QUALIFICATIONS

Education and Experience:

Requires a High School Diploma or equivalent and five (5) years of Governmental accounting or bookkeeping and office experience, or equivalent combination of education and experience.

Licenses or Certifications:

Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated. Completion of Level I and Level II certification of the Local Finance Officer Certification program.
