Job Description

The City of Del Mar seeks a Finance Manager with strong leadership, project management, and interpersonal skills to join the City of Del Mar Finance Division. The ideal candidate will be a seasoned professional with desire to lead finance related special projects and experience in many aspects of municipal finance, including annual budget and audit processes, purchasing, accounting, billing, cash investments, and payroll operations. This position oversees day-to-day operations of the Finance Division, such as citywide budgetary preparation, payroll, utility billing, accounts payable/receivable and financial processing, reporting and recordkeeping. Additionally, the incumbent is responsible for leading special projects, such as implementation of a new ERP system and updating the City’s cost allocation plan.

THE ESSENTIAL DUTIES

  • Plans, manages, and oversees the daily functions, operations, and activities of the Finance Division, including assistance with division and city-wide budgetary preparation, payroll, utility billing, accounts payable/receivable and financial processing, reporting and recordkeeping;
  • Manages and performs finance related special projects, as assigned;
  • In partnership with the Administrative Services division, assumes management responsibility for assigned activities of the Risk Management division which may include managing the City’s insurance, loss control and prevention, property/liability claims programs and analyzes and reviews insurance policies and programs;
  • Serves as City Treasurer and oversees the City’s investment portfolio;
  • Plans and coordinates year-end closing, including annual audits and the preparation of the Annual Comprehensive Financial Report (ACFR)
  • Prepares and administers the operating budget and capital improvement program budget;
  • Prepares financial and budgetary analysis and projections;
  • Develops and maintains internal control systems;
  • Ensures the proper posting and maintenance of the general ledger and internal controls in accordance with generally accepted accounting principles and governmental accounting standards;
  • Recommends and implements, as appropriate, changes in accounting systems and accounting procedures;
  • Prepares work papers, financial statements, and various reports for Federal, State, and other outside agencies, as well as for internal use;
  • Responsible for cash management and treasury functions;
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action;
  • Oversees the operation of the City's automated financial management system;
  • Provides assistance to the public, City staff, and other governmental agencies;
  • Represents the Finance Division as a liaison to other City departments in support of financial and budgetary matters including labor negotiations;
  • Assists in the development of departmental goals, objectives, policies, and procedures;
  • Plans, directs, coordinates, and reviews the work of assigned personnel; meets with staff to identify and resolve problems; assigns work activities, projects and programs; monitors workflow; reviews and evaluates work products, methods and procedures.
  • Participates in the selection of, trains, motivates and evaluates assigned personnel; works with employees on performance issues in coordination with Human Resources; implements discipline in consultation with Human Resources.
  • Prepares and/or gives presentations to staff, City Council, City committees, and/or other agencies regarding financial or budgetary topics;
  • Represents the City at meetings or at professional organizations, workshops or conferences; and
  • Performs other assigned duties.
