WHO WE ARE LOOKING FOR

Montgomery County Department of Finance (Finance) is seeking an energetic and results-oriented professional with proven financial management and financial reporting experience, and exceptional communication and organizational skills, to join our collaborative and committed senior management team. In addition, we ae looking for an individual that possesses the soft skills necessary to deal effectively and successfully with others both internally and externally. Employee must demonstrate a high level of emotional intelligence evidenced by skills such as teamwork, problem-solving, adaptability, time management, critical thinking, and positive interpersonal relationships.

WHAT YOU'LL BE DOING

This is a full performance level managerial position within the Department of Finance. This position manages the Financial Analysis, Audit and Compliance Section (FAAC), within the Division of Controller. The FAAC Section is responsible for the monitoring and auditing of financial transactions on an enterprise-wide basis to prevent and detect errors and fraud and ensure compliance with laws, regulations, policies and internal control requirements. This position is responsible for supervising staff assigned to this Section, ensures that financial analysis are performed as needed for accurate reporting, financial transactions are properly monitored for compliance with existing County policies, laws and regulations with adequate support, coordinate with departments, County Attorney, and other officials as is warranted for proper compliance evidence, and other projects are properly carried out as needed for accurate financial reporting and/or assess effectiveness of existing financial controls.

The incumbent is responsible for managing the structure, method, and quality of forensic and financial analysis performed to ensure accurate accounting and recording of transactions for decision-making and financial reporting. Position supervises staff that monitor departments procure-to-pay transactions, payroll transactions and accounts receivable transactions for compliance with existing County policy, laws, and regulations. Position requires attending frequent meetings with department staff responsible for financial transactions, County Attorneys assigned to handle procurement and financial law issues, and other organizations as needed to achieve objectives of ensuring accurate accounting and adequate control monitoring.

**A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.

MINIMUM QUALIFICATIONS

  • Experience: Five (5) years of progressively responsible professional experience in a financial accounting, auditing, or business administration field.
  • Education: Graduation from an accredited college or university with a Bachelor's Degree.
  • Equivalency: An equivalent combination of education and experience may be substituted.

PREFFERED CRITERIA/INTERVIEW PREFERENCES

Interview preference will be extended to applicants who demonstrate:

  • Experience managing a complex financial accounting, auditing, or forensic program.
  • Experience planning, directing, and supervising the work of a team of professional accounting, auditing, and/or financial staff in an environment of empowerment, collaboration, mutual respect, and trust.
  • Experience presenting and defending ideas and positions, written and orally, to educate, persuade, and achieve compliance, cooperation, work integration, and/or understanding inside and outside the immediate organization.
  • Experience designing, monitoring, evaluating, and reporting on internal controls and compliance with laws and regulations.
  • Experience with forensic analysis to identify outliers, errors, and potential fraud using automated tools and techniques including ERP systems, audit software (i.e. IDEA), and Business Intelligence Reporting Tools.
  • Experience performing financial compliance and audit activities.
  • CPA, CIA or CFE preferred, but not required.
