POSITION DESCRIPTION
Assists in activities of the Financial Management Division to include fiscal accountability to state and federal laws; regulations and Department policies; developing funding forecasts; budget preparation; approval and disbursement of funds for all department activities; and monitoring and responsibility for the protection and custody of funds and related financial records. Reports directly to the Director, Financial Management Division. Recommends policy, procedures, staffing and funding required to execute division programs. Performs responsible administrative and supervisory work overseeing division administrative functions and selected functional sections. Work requires contact with high-level executives, governmental officials, financial institutions and advisors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
ESSENTIAL DUTIES:
- Assists in formulating and fostering policies and procedures to ensure compliance with state and federal laws, rules and regulations concerning fiscal management of government funds and resources.
- Assists in overseeing the formulation of the department's operating budget and monitoring budget projections.
- Directs timely preparation of financial documents, financial summaries and forecasts reflecting income and expenditures; advises management and others on financial, budgeting and legislative requirements.
- Manages one or more sections/branches of the Financial Management Division.
- Performs special projects; may oversee manual development, coordination and maintenance.
- Researches complex fiscal matters and analyzes proposed legislation.
- Visits Districts and Divisions to gather feedback and relate our financial management services.
- Performs other job responsibilities as assigned.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree in Accounting, Finance, Management or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience:
7 years of experience in fiscal management practices and procedures. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Must have 3 years supervisory/managerial experience.
PREFERRED QUALIFICATIONS:
- CPA license is highly preferred
- Bachelor's Degree in Accounting or Finance is highly preferred

- Auditing and investigative methods, practices and procedures.
- Applicable laws, rules, and regulations.
- Legislative budget processes.
- Human resources management policies and practices.
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Standing-prolonged periods of time
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
