The Weld County Department of Human Services Fiscal Division is searching for a Fiscal Analyst to represent the Fiscal Office in tandem with, or in place of, the Senior Fiscal Advisor, at meetings and events where Fiscal Office representation is prescribed. Will acquire the knowledge and understanding of County, State, and Federal laws, policies, and processes necessary to fulfill the roles and responsibilities of the Fiscal Office Manager and or Senior Fiscal Advisor. Will advise Department of Human Services leadership and the Board of Weld County Commissioners regarding all fiscal related items.
With the guidance of the Senior Fiscal Advisor, learn to analyze financial information detailing assets, liabilities, and fund balance, and prepare financial reports to summarize and interpret the current and projected Department financial position for the Director, Board of County Commissioners, program managers, Community Boards, grantors and others. Assists in developing and administering complex program budgets with the assistance of program managers. Prepares documents and budgets for a variety of needs to include the annual County Budget planning and execution. Reconciles Department documents and information to ensure data included in the annual County Budget is accurately reflected within internal documents.
Analyzes, monitors, and interprets the financial impacts of new state and federal proposed legislation on the Departments’ allocations, budgets, grants, and reimbursement rates. Analyzes, interprets, and summarizes client and/or provider data in preparation for generation of statistical and analytical reports. Prepares and presents written and/or verbal reports for the Human Services leadership, as well as the Weld County Board of County Commissioners.
With the Senior Fiscal Advisor, coordinates with County, State and Federal auditors. Under the guidance of the Senior Fiscal Advisor, learns to communicate department response and position on audit issues and serves as a liaison between Department and auditors.
Analyzes financial information, prepares entries for accounts, such as general ledger accounts, documenting business transactions. Reconciles various asset, liability, expenditure, revenue and due to/from general ledger accounts to source documentation. Assists in collection of appropriate data and prepares 1099 tax forms.
Provides leadership, guidance, and support to staff by meeting regularly to discuss effectiveness of services provided by the unit. Gains knowledge and abilities to support day to day functions and oversight for multiple state and federal funding sources. Ensures random reviews are performed for compliance with established standards. Represents the division and Department in various strategic planning initiatives. Attends meetings, accomplishes goal-oriented tasks, and recommends solutions to support the Fiscal Office, Department, and Weld County.
- Successful completion of bachelor’s degree in Accounting, Finance, or Business Administration with an emphasis in Accounting.
- Equivalent combination of education and related work experience may be considered in lieu of degree.
Required Work Experience:
- Five years full time professional experience in accounting or related field.
- Two years full time experience supervising and managing employees that includes directing work activities and evaluating employee performance.
Preferred Work Experience:
- Two years full time professional work experience in the government sector, with strong preference toward work experience in a Human Services setting.
- Two years experience working with grants, reimbursements, and allocated funding.
