Fiscal Manager
Highly responsible, professional accounting and administrative work directing financial activities for the County's Purchasing Department. Coordinates review with staff for compliance with procurement methods on term contracts, requisitions, price agreements or decentralized-type purchases. Participates in Departmental contract negotiations; supervises and participates in preparation and execution of Departmental contract agreements; monitors contract activities and ensures compliance with contract provisions. Prepares and monitors budgets; establishes fiscal controls; develops and maintains accounting systems and reports; prepares specialized reports; monitors fiscal activities and ensures compliance with applicable federal, state, County and municipal requirements.
QUALIFICATIONS:
Bachelor's Degree in Accounting, Business Administration or closely related field; minimum of four (4) years of progressively responsible experience in financial management, including two (2) years of experience in general management which includes supervisory work. Equivalencies: Related Master's Degree OR current Certified Public Accountant/Certified Internal Auditor certification (copy of Certification must be uploaded to online application within three [3] business days of application submittal) AND two (2) years of related experience that includes two (2) years of experience in general management which includes supervisory work; unrelated Bachelor's Degree/related Associate's Degree AND six (6) years of related experience, including two (2) years of experience in general management which includes supervisory work; graduation from high school or an equivalent recognized certification AND eight (8) years of related experience including two (2) years of experience in general management which includes supervisory work.
PREFERENCE FOR EXPERIENCE WITH: Purchasing/procurement for a governmental or large private sector organization; public sector finance/accounting; preparing/monitoring operating and capital budgets; Advantage/Crystal Reports (must specify on application).
