Job Description
OVERVIEW
Under administrative direction, is responsible for planning, directing, managing, and overseeing the activities and operations in the Grants Administration division of the Office of Budget & Management Services, including providing compliance oversight of Federal and State funding. Coordinates assigned activities with other City departments and outside agencies; and provides highly responsible and complex administrative support.
ESSENTIAL FUNCTIONS
- Reviews grant regulations to determine alignment with stated grant application goals; and conducts annual program and fiscal reviews of grant programs to prepare departments for internal audits and agency audits.
- Monitors and evaluates the efficiency and effectiveness of grant practices citywide and identifies opportunities for improvement and directs the implementation of changes.
- Selects, motivates, and evaluates staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary procedures.
- May attend City Council meetings and takes necessary action regarding Council agenda items.
- Provides compliance regulation support to citywide departments and stays abreast of compliance rules and regulations.
- Serves as liaison between the Assistant Director, other City departments, City Manager's office, City Council representative and outside agencies; negotiates and resolves significant issues.
- Serve as departmental representative on special projects, committees, and task forces as assigned.
KNOWLEDGE AND SKILLS
- Knowledge of operational characteristics, services, and activities of grant programs.
- Knowledge of funding guidelines for federal, state, and local grant funding.
- Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
- Knowledge of advanced principles and practices of municipal budget preparation and administration.
- Knowledge of principles of supervision, training, and performance evaluation.
- Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations related to grant programs.
- Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
- Ability to identify and respond to community and City Council issues, concerns, and needs.
- Ability to provide administrative and professional leadership and direction to subordinate staff.
- Ability to communicate clearly and effectively.
- Ability to prepare and present clear and concise administrative and financial reports.
- Ability to establish and maintain effective working relationships with City staff and officials, other government officials, community groups, and the general public.
EDUCATION
- Bachelor’s degree from an accredited college or university. Master’s degree is preferred.
EXPERIENCE
- Five (5) years of increasing responsible professional experience facilitating, or monitoring grants including three (3) years direct supervising experience.
