Job Description

The King County Finance and Business Operations Division, Financial Management Section, has an exciting leadership opportunity for a Grants Compliance Supervisor!

This position supervises five to eight team members in the Grants Compliance unit. The team is responsible for the preparation of countywide reporting of Federal and State grants, monitoring and closeout of the County’s American Rescue Plan Act (ARPA) programs, and grant compliance training and support of King County agency grant personnel as part of the Financial Management team. Our Financial Management Section produces the county’s Financial Statements, supports and maintains the county’s financial systems, and bills and collects accounts receivable.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:

  • Supervise staff. Establish priorities and work schedules; coach, motivate and evaluate job performance; recommend hiring and disciplinary actions; identify and recommend training needs and provide training.
  • Manage the day-to-day operation of the grant compliance team. Develop and implement operational business plans. – Manage an external consultant contract and direct work as needed.
  • Manage the production of the King County consolidated SEFA (Schedule of Expenditures for Federal Awards) and SESFA (State Schedule of Financial Assistance.)
  • Support the annual State Auditor’s Office Single Audit of federal grant expenditures, to include following up on findings, management letters and exit items.
  • Track and report the Coronavirus Local Fiscal Recovery Fund (CLFR) spending to Treasury following the federal reporting requirements.
  • Provide oversight and guidance for the Countywide federal grant program efforts
  • Interface with multiple King County agencies regarding Federal and State grant compliance and reporting.
  • Track federal guidance and communicate updates to the King County grants community. Review federal grant related legislation and provide policy guidance as needed.
  • Work with strategic partners to address compliance issues when necessary.
  • Lead business process standardization using Lean/Six Sigma methodology and technology.
  • Ensure outstanding customer service is provided by all staff.
  • Lead, develop, and create a healthy workplace culture.

Minimum Qualifications:

  • Experience supervising a team of more than five people in Grants Compliance functions, including leading, prioritizing, assigning work and managing strategic initiatives and policies.
  • Experience in managing large and complex federal grant programs and providing guidance to compliance issues.
  • Strong communication skills, presentation skills, ability to facilitate meetings and interact with various audience at all levels.
  • Skill in the application of accounting and grant management principles and practices, including the application of governmental accounting and audit techniques
  • Knowledge of Federal, State and local grant regulations/guidelines and laws, including 2CFR200 (Federal Uniform Guidance), BARS (Budget and Reporting System), RCW (Revised Code of Washington), and WAC (Washington Administrative Code.)
  • Demonstrated experience of cultivating innovation and using lean/six sigma tools to facilitate change and manage leader standard work.
  • Demonstrated communications skills with experience successfully communicating complex information regarding federal and state grants to diverse customers and stakeholders, and strategies to attentively listen to others.
  • Demonstrated experience of focusing on the customer, including gaining insight into customer needs: identifying opportunities that would benefit the customers; building and maintain customer relationships.
  • Ability to work in a hybrid work environment.
