Position Description
Manages the administration of state and federally funded transportation programs and the programming and scheduling for transportation projects in the Financial Management Division. Supervises a group of professional, technical and administrative employees in the administration of the statewide transportation program and coordination of highway project letting to include: application, approval and monitoring. Reports directly to the Letting and Project Funding Director. Ensures compliance with laws, regulations, polices, and procedures pertaining to programs. Work requires contact with high-level governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Directs the development, administration and monitoring of the Department's funding and letting schedule.
- Directs, initiates, coordinates, and approves updates to the Design and Construction Information system data to ensure construction project programming data is accurate and current.
- Directs and oversees the preparation of public notices advertisement and notice to contractors for construction and maintenance projects.
- Directs the oversight and review of both federal and state Letters of Authority.
- Directs the planning, developing, and recommending of program guidelines, policies, procedures, funding allocations, enhancements, and methodologies.
- Coordinates with districts, divisions and Administration regarding allocation and project eligibility.
- Oversees funding to include coordinating funding allocations and setting letting schedules with districts, Administration and directing District Obligation Authority.
- Participates in strategic planning, reviews, analyzes and makes recommendations on proposed legislation for possible impact to the Department.
- Provides reports and correspondence concerning project cost, development and funding for the Commission, Administration and Department.
- Responds to inquiries concerning transportation funding program matters.
- Reviews and analyzes federal and state regulations regarding transportation funding programs.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education:
- Bachelor's Degree in Finance, Accounting, Business, or a related discipline
Experience:
- 4 years experience in funding administration, budget development or governmental funding. (Experience can be satisfied by fulltime or prorated part time equivalent).
- Must have 1 year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
